This series consists of the letters received by the Maori Land Administration Department, which was the central administrative body for the Maori District Land Councils established by the Maori Land Administration Act 1900.

It contains:

correspondence about the Maori Land Councils’ membership and proceedings (including polling papers, government appointments to the Councils, development funding requests; and calls for clarification of the Councils’ powers);

requests for the Governor’s approval of leases;

descriptions of concerns that an iwi (tribe) would like the Government to address;

enquiries seeking identification of the blocks that have been vested in a particular Land Council (sometimes from writers wanting to sell their shares or requesting that they be excluded from coverage; at other times the writer would like to know what is available for sale or lease in their area); and

forms and reports supporting the general operation of the Maori Land Administration Department and Maori Land Councils (i.e. applications for employment; departmental accounts; requisitions for stationery; suggested amendments to existing Maori land legislation).

Some letters are written in Maori. Generally these have a contemporary English translation attached.

Some items in this series are ‘special files no. 34, 35, 36'. These are correspondence removed from Record Group series MA1 (series 16036) which were then arranged into separate files each relating to a specific subject. On transfer to Archives New Zealand, most of the special files were serialised as Record Group series MA13 (series 16046).

The records in this series are arranged using the annual single number system of classification, with the prefix M.L.A.

The photographs illustrate the various aspects of the work of the television station DNTV-2 and its successors:

This material appears to have been gathered together for two reunions of Dunedin broadcasting staff in 1994 and 2002.

The 1994 Reunion which celebrated around 70 years of public broadcasting in Dunedin (the first radio broadcasts started in 1922). The 2002 Reunion celebrated the 40th anniversary of television broadcasting in Dunedin which commenced in Dunedin in 1962.

This series contains archives which document the history of the television station DNTV-2 such as photocopied magazine articles and newspaper clippings documenting the first television broadcasts, staff lists such as telephone directories showing who worked at the television station, and other material relating to staff farewells, reunions and anniversaries.

There are some miscellaneous items relating to sales and marketing, technical equipment and the television programme, It's in the Bag. This series also includes a photocopy of the master log for the first television broadcast by DNTV-2 on the 31 July 1962.

The records in this series were created or used by the New Zealand Electricity Department, the Electricity Division of the Ministry of Energy, and the Electricity Corporation of New Zealand that were held in the Energy Library's Collection.

The Energy Library started out in 1946 as the New Zealand Electricity Department Library (known as the State-Hydro-electric Department until 1958), which contained material dating from 1900. From 1978 to 1987 the library was administered by the Ministry of Energy - Electricity Division. In 1987 the library became the Electricity Corporation New Zealand (ECNZ) Library and Information Centre and in 1999, after ECNZ was split into three state owned enterprise companies, the Energy Library was set up as a not-for-profit organisation.

The collection contains a variety of records associated with the development of New Zealand's energy industry. The records contained in the series include deeds of sale and lease, petitions proposing Electric Power Districts, maps, videocassettes and works plans.

The Energy Library did not retain the records it collected within their original record-keeping systems. Rather, the records were rearranged into various categories by subject and format.

This series comprises film copies reproduced from Archives New Zealand's collection of original nitrate films.

Cellulose nitrate film stock

From the beginnings of film making in the 1890s until the early 1950s, most motion picture film stock was manufactured with a base of cellulose nitrate. Although possessing many desirable qualities, such as excellent flexibility, mechanical qualities, and tensile strength, cellulose nitrate is also chemically unstable and highly flammable.

The flammability of nitrate film and the attendant fire risk was a major factor necessitating a copying programme. Furthermore, although much of the nitrate held by Archives NZ is in good condition, nitrate film is also subject to deterioration. From the time of manufacture, the film begins an irreversible process of decomposition; discoloration of the image is followed by a softening of the emulsion layer, causing it to become sticky and distorting the image. Partial destruction of the image follows until eventually the image is completely destroyed. Preservation of the images on nitrate film can be achieved only by copying them before decomposition degrades them to a significant degree.

Film laboratory

Laboratory copying was carried out by Park Road Post Production, and before that by The Film Unit Ltd. After the closure of the Park Road Post film lab in June 2013, Archives New Zealand took over the film processing facility, securing facilities for the continual preservation of New Zealand film. There will be more copies to be produced in years to come.

Film stock of copies

On and after 20th September 2010, all nitrate copy master dupes were produced on polyester film base. From approximately a month later, answer prints were also produced on polyester. All copies made prior to these dates were produced on cellulose acetate film base.

Film copying process

When a film is identified for copying, all film elements for that title are examined. For a particular film title, holdings may include the following elements: Picture Negative, Sound Negative, and Print. These are all examined for completeness and condition, and a decision is made on which will be copied. It may, for example, be unnecessary to copy a print of a film if the master picture and sound negatives are complete and undamaged.

Repair of the film is then undertaken reel by reel. The following are some common faults requiring repair: broken splices, torn film, broken edges, torn perforations, dirt deposits, and improperly-registered splices.

Provenance of copies

The list of items in this series was produced in 2013 from earlier documentation. The Description field lists the original source of each copied element. However, since this information was not directly recorded in the past, provenance was sometimes inferred.

It is hoped that in future, it will be possible to directly link the two records.

This series contains documents that were created and/or controlled by Customs officers (Collector of Customs, Officer in Charge of the Port) based on the Chatham Islands. These records have not been classified into any recordkeeping system, and have not been arranged in any discernible order.

The eclectic nature of the records in this artificial series reflects the varied duties of the Collector of Customs/Officer in Charge of the Port for the Chatham Islands (who was also the Receiver of Wrecks). Because of the small population residing on the islands, the role of the customs officer was combined with other duties of officers of the central government. Thus the customs officer would also be the local Magistrate, Postmaster, Sheriff, Coroner, Registrar of Births, Marriages and Deaths, and Public Health Officer.

The records contained in this series include:

Ship Manifests (1857-1888) - These are records relating to ship clearances at Chatham Islands. Some include a passenger and goods list.

Licenses to remove arms and sheep from Chatham Islands (1860-1886) - These are single sheet documents which are not filed in any order. Some have ship manifest attached.

Ship Wreck Register (1866-1876) - This is a book that was used to register all ship wreck on Chatham Islands including shipwreck returns sheet.

Inquiry into Wrecks (1877-1885) - Papers relating to Inquiries held into the 1877 shipwreck of the “Ocean Mail” and 1885 shipwreck of the “Island Lily”.

Correspondence, Inwards letters - General (1858 - 1876) - Correspondence received from interested parties and individuals regarding authorization to remove supplies, acknowledgement of receipts of goods/payments and requests to deliver goods.

Letter Envelope (November 1866) - An envelope addressed to the Collector of Customs - Chatham Islands.

Shipment Records (1857-1884) - Papers relating to export and import, bill of payment and bill of entry.

Loose papers (1864-1866) - Various papers from the Customs Office relating to shipwrecks on Chatham Islands.

Under the Public Health Act 1876 (Part IV), children were required to be vaccinated against smallpox, unless they had been granted an exemption. In 1893 the Omaha vaccination district was constituted. In the same year, Charles Septimus Clarke J.P. was appointed as the Omaha Registrar of Births Deaths and Marriages, and the Omaha Vaccination Inspector. The Vaccination Inspector was responsible for keeping a vaccination register. The vaccination register was used to record the names of all children born in the district and the number of their entry in the register of births.

The following information was also included for each entry in the register:

sex of child

names of parents

birth date

registration date

notice of vaccination - when given and to whom given

date of certificate of successful vaccination or exemption.

Two pages of memos precede the 1901 entries in the volume; these document the declarations of parents who were of the opinion that vaccination would be prejudicial to the health of their children. The memos reference the issuing of Certificates of Exemption.

The provisions of the Vaccination Acts of 1863 and 1871, and the Public Health Act 1876 with regard to vaccination were not re-enacted in the Health Act 1920, and appointments of vaccination inspectors lapsed.

This book of annotated newspaper clippings, relating mostly to the publication of the School Journal, was identified as an estray record likely to have been compiled by the Department of Education. The book itself is a bound letter-book with an unused index at the front, and the newspaper clippings within date from approximately January 1907 to May 1914. While most of the clippings relate to the publication of the School Journal, many other issues regarding education in New Zealand are covered.

The annotations and comments in the book are likely to have been made by W. E. Spencer, who was the editor of the School Journal at the time.

Also contained within the volume are a number of loose documents:

• Correspondence between W. E. Spencer and the Auckland Club regarding the visit of the H.M.S. New Zealand, c. 1913 (Spencer had sent the ship’s officers copies of the School Journal);

• Correspondence (pasted into the book) from H. Scott, Government House, Hobart, thanking Spencer for sending a copy of the School Journal, 16 April 1914;

• A postcard of the ship “Zeelandia”, from the Maritime Museum in Rotterdam, The Netherlands;

• A note on New Zealand Broadcasting Service notepaper addressed “Dear Pat” and signed “Love J”. Attached to it is a typescript of a report that featured in the Times Literary Supplement, London. The report is entitled “Report from New Zealand by A Correspondent”, and recounts the history of and critiques writing for children in New Zealand.

This series consists of 13 Treasury vouchers that were issued in 1867 to members of the Waikato Force for payment. The forms are pre-printed Auckland Provincial Council, for payments from the Sub-Treasurer’ Account.

Form L (1) – Abstract [Acquittance] of Salaries. Information includes: Plan, Department, Dates, Number of Authority, Number of Item, Situation, Names, Period from and to, Number of Days, Yearly Salary or Rate, Daily Salary or Rate, Amount in Sterling £ s d, Number of Cheque, Acknowledgment of Receipt, Date of Payment, Certification of Abstract, Signature of Head of Department.

The vouchers were created by the Treasury of the Auckland Provincial Government, and received by the Waikato Force/3rd (Third) Waikato Regiment while managing personnel.

The first field book dated 1872 falls into the period of the development of the New Zealand Railways which were under the responsibility of the provincial governments, in this case the Otago Provincial Government. Although during this period central government began to take a greater role in the development of New Zealand's rail system with the passing of the Railways Act 1870. However, in 1876 the provincial governments were abolished, and the railways passed into the control of the Public Works Department.

The second field book was created by the New Zealand Railways Department dated 1880, this field book falls into the period when a separate Railways Department was established which was responsible to the Minister of Public Works and placed under a single General Manager, with responsibility for the administration of railways in both the North and South Islands of New Zealand.

Both of the field books were personally used by JH Henderson who was a Chief Engineer with the Railways Department. The field books contain annotated notes throughout made by JH Henderson.

This series contains volumes of departmental estimates and appropriations, and losses, of the Department of Lands and Survey, which were kept by the Department's Chief Accountant. These records document the administration of the Department’s functions of managing land information and the use of Crown lands.

There are 27 volumes of estimates and appropriations, and 2 volumes of losses.

Estimates and Appropriations, 1901 to 1927

These volumes contain copies of legislation (annual Finance Acts and Appropriation Acts) and appropriations chargeable on the Consolidated Fund and other accounts (printed in the Appendices to the Journals of the House of Representatives). The appropriations documents outline the annual appropriations budgeted for each government department in the upcoming financial year, paid from the main revenue account, the Consolidated Account. The volumes from 1901 to 1927 (excluding 1926, which has not been transferred) contain official correspondence from government departments (particularly from The Treasury and the Premier’s/Prime Minister’s Department) and other parts of the Department of Lands and Survey (detailing costs, lists of staff and salary costs, or requests for additional funds).

Departmental Losses Detailed in Appropriation Acts, 1932 to 1933

These volumes contain copies of legislation (annual Finance Acts and Appropriation Acts) and appropriations chargeable on the Consolidated Fund and other accounts. They also contain official correspondence and Treasury vouchers that document the areas of the department that lost money.

This series contains records relating to the construction of the Arapuni Dam, which was built by the Ministry of Works and Development (known as the Public Works Department at the time). The papers were collected by Mr. Arthur Lush, who worked in the Hydro-Electric Branch between 1913 to 1932 and appears to have been involved in the construction of the Dam.

The Arapuni power station was the first government-built hydroelectric station on the Waikato River. During the initial surveying in 1916, an old watercourse was found just upstream of one of the narrowest parts of the gorge. In 1920, the surveying was halted due to lack of government funds to progress the project.

Construction finally began in 1924, but repeated heavy rain and the resulting floods dogged the early works. Just after the project was commissioned in mid-1929, the station was closed for two years while a water seepage problem was investigated and the headrace lined. The station began operating again in May 1932 with four generators installed.

This series replaced the Department of Internal Affairs' registered annual single number system in March/April 1913. At this time the multiple number subject system was introduced to the New Zealand public sector as a result of a need for a uniform system of recordkeeping. It continued to be used until 1933.

In this series, files were arranged by subject using initial numbers from 1/- to 34/-, and then broken down by various categories, for example, 32/6, "War Graves - Cemeteries" (see 'Additional Finding Aids' for file classification). The series covers various subjects, including records on World War One war graves, fire brigades, and the export of Maori antiquities.

The relevant indexes for this system are in series 8335, items 3/29-30 and registers in series 8335, items 1/71-73.

Originally each of the files dealt with one particular transaction, but in time there was a tendency to bring together the papers dealing with a number of transactions relating to some specific activity of the Department, or dealing with one particular subject. Most of the files were transferred to National Archives (now Archives New Zealand) from the Internal Affairs department (AAAC) in 1952 and in 1965; others were destroyed at the same time.

Files relating to Alexander Turnbull Library

The files relating to the Alexander Turnbull Library were incorporated into the successor annual/ multiple number system in 1933 (series 498), and then into the multiple number post-1937 system (series 6015). The files held at Archives New Zealand relating to the Alexander Turnbull Library were handed over to the custody of the Alexander Turnbull Library in 1976, and were subsequently transferred to Archives New Zealand by the National Library in 1987.

Alien registration files

Some files from this series connected with the administration of aliens during the First World War, were transferred by Internal Affairs to the Department of Justice, Aliens Registration Branch (AAAB) when that department assumed responsibility for aliens affairs in August 1915. These files were incorporated into Department of Justice records (see successor series) and later transferred to Archives New Zealand by that department. Among these files are some that had been listed as destroyed.

File IA1, 13/155/102 is in fact more than one item and provides an example of the complexity of the administration of aliens during World War I. On 12 May 1915 a file was created relating to the question of the internment of aliens entitled "War-Aliens-Internment of", and numbered IA 13/155/102. It comprised correspondence and newspaper clippings about the internment of aliens. In June 1915 the file was passed to the Chairman of the Alien Enemies Commission (AAAF) for the information of the Commission. Presumably, it was intended that the file should be sent back to Internal Affairs. However, the chairman seems to have kept the file until 1918, and after the Alien Enemies Commission had ceased to operate he returned it to the Justice Department. It is not known whether the file was incorporated into any record series controlled by the Alien Enemies Commission. This file is now in series 477 (Ref. AAAR 477/1ac).

Shortly after this file was created, the Internal Affairs Department began another file (on 27 May 1915) entitled "Aliens - Commission appointed to inquire into treatment of". This file was also numbered IA1, 13/155/102. It contains correspondence and memoranda about the establishment of the Alien Enemies Commission and the appointment of members of the Commission. This file was passed to the Justice Department when it took over the administration of the Alien Enemies Commission in August 1915. It is now in series 472 (Ref. AAAR 472/1a).

None of the papers numbered IA1, 13/155/102 that are listed in the record series inventory for this series (468) came from either of these two files. These papers appear to have come to the Internal Affairs Department after both files had been transferred. It seems that correspondence about aliens that came to the Internal Affairs Department was given the same file number relating to aliens before being referred to the Justice Department, even though both files were no longer held by Internal Affairs. It is because of this administrative action at the papers' first point of receipt that they have been initially listed as part of this series (468). All the papers so numbered were subsequently renumbered into either series 472 and 476, or 477.

Other files

File 19/86/56, which concerned the appointment of a Commission to consider the alteration of Waikato Counties' boundaries, was transferred to Archives New Zealand by the Taupo District Council in 2007. It is not known how or when this item came to the Taupo District Council. Some papers on this file post-dated series 468, however the file classification and content still placed it within this series.

Related series

Files in series 7856 were at one time part of the Department of Internal Affairs' 1913-1932 registered file system. It is not known how or when they were removed. The files are primarily 2/ files relating to the Science and Art Board.

This series was the main recordkeeping system used by the Department of Health throughout the agency's lifespan. The series documents all of the department's major functions and activities. A few files pre-date and post-date the series.

Files within the series are arranged by subject using numbers from 1/- to 525/- (a list of subject headings can be found in the Finding Aids field). Over time some file subseries numbers were ''recycled'' if their subject matter had become obsolete. Thus there are many examples of multiple subjects sharing the same subseries number, for example: 22/- Waipiata Sanitorium and 22/- Data Processing Division.

When a file was closed, a consecutive (running) number was assigned and stamped on the file cover.

It should be noted that files covering the period 1949 to 1959 were part of the Health Department's central filing system, sub-series 25/16-. This discrete sequence contains copies of the Nurses and Midwives Registration Board Minutes and Agenda, though the bulk of the files deal with Agenda.

At this stage the recordkeeping arrangements between the Health Department and the Board have not been clarified. The 1925 Nurses and Midwives Registration Act provided for the establishment of the Nurses and Midwives Registration Board, and presumably the keeping of their own Records and Minutes. The Board was composed of the Director General of Health and other appointees, and, as Chairman, the Director-General could appoint, in his absence, any officer from the Department of Health to Chair the Board.

It seems therefore fair to assume that the Health Department officers simply maintained a set of Agenda and Minutes (possibly the only set) as part of the Health Department's central filing system. This system covered that period up to the establishment of a separate and fully funded Nursing Council, with premises. On the establishment of the Nursing Council the records were then simply transferred from the Health Department to the Council. It should be noted that this group of files uses a discrete volume numbering system that was obviously not continued when the Council took over the maintenance of the records.

The mid-nineteenth century letters and letter covers (or "postal covers") in this artificial series were stolen from National Archives Wellington Office in c.1988. They were returned ('surrendered on demand') to it under Section 9 of the Archives Act 1957.

These items were stolen because they had value for collectors of postal history. They are examples of "pre-stamp" postal records and contain handstamps and other markings such as "handstruck rate marks" made by government officials. These documents contain rare or unusual handstamps and/or markings.

The thefts led to tighter restrictions on access to boxes of archives and stricter reading room security, being implemented at National Archives.

The records have been artificially arranged and listed individually as follows:

Schedule A - these 34 documents (letters and a small number of letter covers) were immediately identified in 1991, by contemporary correspondence registers, letterbooks and National Archives descriptive lists, as public archives. Some items have file registration numbers that identify them as belonging to series 8333 (Colonial Secretary inwards correspondence). Other items belonged to Old Land Claim and various Provincial Government registered filing systems. In some cases whole items (i.e. letters) have been removed, in others half an item has been torn off.

Schedule B - these 65 documents (letter covers and a few partial or complete letters) are documents addressed to New Zealand Government officials that required additional research before they were also confirmed as public archives in 1995. Some additional documents to these were found to have little likelihood of being public archives

Rather than attempting to attach each letter cover to its corresponding letter and return each letter to its relevant box of correspondence, it was decided to document the unique provenance of these stolen documents by keeping them together as an artificial series. Documents belonging to series 8333 have been linked to that series.

Many of the letter covers have a pencilled annotation (e.g. '880-301'), added whilst out of National Archives custody. Each document has now been item-coded with a unique number (within each box) by Archives New Zealand.
