The confusing nature of the structure and relationship between the Council and Ministry meant that both names were used to refer to either agency or the staff within them. However, as the Council was the body corporate (as established by section 6 of the Act) and charged with functional duties (section 19 of the Act); it is the official title for reference to the agency. In 1987 the Council was superseded by the Hillary Commission for Recreation and Sport. A motivating factor for the establishment of the Hillary Commission was to bring together the problematic dual Ministry/Council structure into a single authority.
Functional Summary of the Council
The primary functions of the Council were defined in section 19 (1) of the Act as follows:

To foster and promote the total well-being of, and the fullest use of leisure by, the residents of New Zealand.

To advise the Minister on any matters relating to recreation and sport.

It is important to note that the Council was not concerned with sport in the narrow sense but with recreation, meaning any leisure activity or pastime seen by the persons concerned to be enjoyable, satisfying, and rewarding. This was summed up at the first meeting of the council, where the Minister stated “your role is to create opportunities for New Zealanders to carry out their chosen leisure time pursuits or to develop new ones”
From 1973-1987 the Council implemented these functions through many schemes and programmes related to sport and recreation. In particular, these programmes focused on;

Assisting and co-operating with sporting and recreational organisations to meet their needs.

Establishing formal training and coaching development facilities.

Administering grants.

Researching the need for new recreational facilities.

Promotion and education of recreation and sport.
In 1987 these functions were taken over by the Hillary Commission for Recreation and Sport (later renamed the Hillary Commission for Sport, Fitness and Leisure), as established by the Recreation and Sport Act 1987, and the Council was disestablished.
