The Commission was renamed the Hillary Commission for Sport, Fitness and Leisure and the number of Commissioners reduced to nine by the 1992 Amendment Act.
The Operational Programmes of the Commission included:
- Education, e.g. maintaining KiwiSport (in primary schools) and SportFit (in secondary schools) and coordinating the Diploma of Recreation and Sport at various Polytechnics;
- Regional, local and corporate services, e.g. maintaining a Local Government Liaison Programme;
- National services, e.g. encouraging an Outdoor Recreation Programme, Women in Physical Recreation and Sport Programme, a Maori Programme, Kiwi Able (for people with disabilities), an Older Adults Programme, and a Fair Play Programme;
- International services, e.g. developing a Drugs in Sport Programme, a Sport Science Programme, and the New Zealand Sport Science and Technology Board.
The Commission received an assured 20% of Lottery Grants Board disbursements, and administered several funding programmes including: the National Sport Development Fund, the Sport, Fitness and Leisure Development Fund, the Local Funding Scheme, the Volunteer Involvement Programme, the Regional Sports Trust Development Plan, the Committee Recreation Personnel Fund and the International Sport Development Fund.
Amongst the various research projects conducted by the Commission was 'Life in New Zealand', a nationwide health-related lifestyle survey.
In February 2002 the Hillary Commission, the New Zealand Sports Foundation, and the policy arm of the Office of Tourism and Sport merged to form Sport and Recreation New Zealand (SPARC) to develop and promote sport and physical activity.
