	Preservation restrictions



	(1.) All aperture cards are restricted for preservation reasons, as special handling requirements apply.  If no other restrictions apply, they may be viewed using gloves and an aperture card reader at Archives New Zealand, Wellington.  If content restrictions also apply (see (2.)-(6.) below) then permission must be obtained before they may be viewed.



	To determine if an aperture card has only preservation restrictions, or both content and preservation restrictions, check the access statement linked to the aperture card (click on 'order details' next to the description of the card).  If only preservation restrictions apply, this will note 'Access to this record has been restricted by Archives New Zealand for preservation reasons.' 	Content restrictions



	(2.) Plans of operating defence buildings/installations, prisons, and police stations cells- blocks and security agencies may be restricted. In the first instance please check with Research Services to determine the restriction status.



	(3.) All plan and file records pertaining to the construction, maintenance and repair of 260 Tinakori Rd (Premier House), 75 Woburn Rd (Vogel House) or any other ministerial property is restricted for 100 years from file closure on the grounds of national security.



	(4.) All Plan and File Records Pertaining to the Construction, Repair and Maintenance of Parliament Buildings are restricted for 100 years from date of record closure, on the grounds of national security. This includes:



	The Beehive

	Bowen House (Kingsway Building)

	Parliamentary Library (Museum St Annexe)

	Legislative Building (Parliament, Executive Wing)



	(5.) Please note that the plans of NZ overseas consulate buildings are not available temporarily, pending clarification of access restrictions.  



	(6.) All plan and file records pertaining to the construction, repair, maintenance and security of Ministry of Justice Court  and other Sites are restricted for 100 years from the closing date of the record.

	Upon the expiration of 100 years the restriction will be reviewed.

	A note on classification systems used and the types of records to be found in this series



	Up until the mid 1970s Ministry of Works and Development (MWD) drawings (including drawings from the predecessor Public Works Department) were identified by a unique prefix and a numeric number. For example, drawings from the Auckland District Office were denoted with the prefix ADO and the drawing number might be ADO 34598.  When a copy of the drawing was sent to another office, it was generally given a new number in the series of the recipient office and was retained in the drawing records of the recipient office. 



	Some examples of Drawing Alpha prefixes used in this series include:

	Government Architect plans



	Created by the Government Architect division of the Ministry of Works and Development, which was responsible for the construction and maintenance of public buildings.



	The plans in this series of plans/drawings are of public buildings designed and built (usually under contract), such as schools, colleges, university buildings, hospitals and associated buildings, dental clinics, post offices, telephone exchanges, police stations, courthouses, prisons, departmental office buildings; mobilisation camps and permanent barracks, messes, workshops, stores, offices, hangars and other military installations for the armed services; specialised buildings for agencies such as the Government Printing Office, the Meteorological Office, as well as forestry research stations, laboratories, and multi-storey State flats.



	DIPS Drawing Numbering System



	From the mid 1970s, a new numbering system was introduced - denoted as the DIPS system (Departmental Integrated Plan Recording and Retrieval System). This superceded the earlier system and the alpha location prefixes were dropped.  The terminology of the parts that make up the unique number have changed over time and the allocated numbers have changed as the organisation has changed.  However, the numbers generally include an Issuing Office, a facility code and an activity number.  i.e. 5/1383/1 stood for:  Wellington/ The Majestic Building / Accommodation fit out for Works Consultancy



	The DIPS Drawing Numbering System files include, by issuing office:

	This series also contains numerous maps and plans with no registered record numbers recorded.



	Accession W5433



	This accession consists of a "disaster set" or second set of all head office Works plans produced by the Ministry of Works Head Office, and District, Residency and Project Offices at Wellington and Wanganui. The Drawing Records contained in these aperture cards and half-plate negatives are the most comprehensive records available for the construction of public buildings, roads, railways, dams etc. which was the primary task of the Public Works Department.



	Although the plans and drawings contained in this series were originally produced by not only the Ministry of Works Head Office, but also District Offices, Residency Offices and Project Offices at Wellington and Wanganui, the aperture cards and half-plate negatives appear to have been created by the Ministry of Works Head Office.



	All Ministry of Works drawings were originally created in hard copy but many historical drawings were converted to half plate negatives as well as a second disaster set in the 1960s. In the 1970s hard copy drawings were transferred to 35mm aperture cards with both a disaster set, and sometimes a working set.



	Many of the original drawings were destroyed though some deemed of significant value were transferred to Archives New Zealand. Therefore the aperture cards and half plate negatives represent the most complete set of plan records in existence of core Works activity.



	This series includes:



	

		Public Works Department Head Office Set (PWD) - The PWD sequence runs from 1-161526 and was the Head Office set that was stored in Wellington. It acted as a working set for daily business, which involved the construction of buildings, roads, railways, dams etc. which was the primary task of the Public Works Department and it successor agencies. It includes a very comprehensive set of plans and can also be accessed through the finding aids in series 6587. This PWD set includes both a set of aperture cards plus a duplicate 'disaster ' set of half plate negatives.

	

		Ministry of Works Head Office Set (MOW) - This is the successor to the PWD Head Office Set. There are two sequences running from 1-17676 and then 33060-36648. There are several gaps in these sequences. This MOW set includes both a set of aperture cards plus a duplicate 'disaster ' set of half plate negatives.

	

		Wellington District Office Disaster Set (WDO) - The was the Disaster Set created by the Wellington District Office. This WDO sequence runs from WDO1-38180, with a secondary sequence running to 38897.

	

		Government Architect Head Office Set (GA) - This is a Head Office Disaster set consisting of the drawing records of the Government Architect. The sequence runs from GA1001-GA8679 and appears to be complete.

	

		Porirua Residency (P) - This set was created for the Porirua Residency, which was part of the Wellington District.

	

		Trentham Residency Disaster Set (T) - This set was created for the Trentham Residency, which was part of the Wellington District. The sequence runs from T139-T1200 and appears to be complete.

	

		Wellington Residency Disaster Set (WR) - This set was created for the Wellington Residency, which was part of the Wellington District. The sequence runs from 0-2999 and appears to be complete.

	

		Wanganui District Architectural Set (AWG) - This set was created for the Architectural Section of the Wanganui District Office. This series of half plate negatives runs from 102-1541 and appears to be complete.

	

		Palmerston North Residency Disaster Set (PN) - This series was created for the Palmerston North Residency, which was part of the Wanganui District.  It runs from Pn100-8099.

	

		Wanganui District Mechanical Set (MWG) - This set was created by the Wanganui District Mechanical Section. It runs from 1-1185 and appears to be complete.

	

		MWD Wellington District DIPS Disaster Set (MWD 5/) - This set was issued by the Ministry of Works and Development and consists of 5/ Wellington District prefixed plans.

	

		MWD Wanganui District DIPS Disaster Set (MWD 4/) - This set was issued by the Ministry of Works and Development and consists of 4/ Wanganui District prefixes.

	

		Wellington Urban Motorway Project Office Disaster Set (WM) - This set was created for the Wellington Urban Motorway Project Office. It numbers from 1-1500 and appears to be complete.

	

		Wellington Urban Motorway Project Office (Proposals) Disaster Set (WM PROP) - This set was also created for the Wellington Urban Motorway Project Office. It numbers from 2074-2489 and the sequence appears to be complete.

	

		Wellington-Foxton Motorway Project Office Disaster Set (WF) - This set was created for the Wellington-Foxton Motorway Project Office. It numbers from 3-200 and appears to be complete.

	

		Wellington-Kaitoke Motorway Project Office Disaster Set (WK) - This set was created for the Wellington-Kaitoke Motorway Project Office. It numbers from 7-148 and appears to be complete.

	

		Wellington Motorway Kaiwharawhara Project Office (SK) - This set was issued by the Ministry of Works and Development and consists of 5/ Wellington prefixed plans.





	This series also includes a Head Office Disaster DIPS [Departmental Integrated Plan Recording and Retrieval System] set of aperture cards for the Wellington, Napier, Wanganui, Auckland, Hamilton, Dunedin and Christchurch districts. It also includes a Head Office Disaster DIPS set for things such as Mechanical and Electrical work bridges and other miscellaneous drawing records.
