	Establishment

	The Ministry for Culture and Heritage (MCH) was established on 1 September 1999, and inherited the functions and responsibilities of the Ministry of Cultural Affairs. Under the provisions of the the Archives, Culture and Heritage Reform Act 2000, the Ministry also inherited a variety of functions and responsibilities from the Department of Internal Affairs (including the Historical Branch, the Heritage Operations Unit and the Dictionary of New Zealand Biography) and the Department of Conservation on 1 October 2000.

	Functions and Responsibilities

	The role of the Ministry for Culture and Heritage was to help make New Zealand’s culture visible and accessible. The Ministry was responsible for:

	

		

			provision of policy advice on arts, culture, heritage and broadcasting issues, as determined in consultation with Ministers, including legislation, major policy proposals, and developments and initiatives that have significance to the sector;
	
	

		

			management and disbursement of payments to a number of arts, heritage, broadcasting and sports sector organisations, and the monitoring of the Crown’s interests in these organisations;
	
	

		

			provision of other negotiated services to Ministers, including the preparation of replies to ministerial correspondence, and general services that assist Ministers in discharging their portfolio obligations to Parliament;
	
	

		

			research, writing and publication of New Zealand history, as oral interviews, online and in book form, including NZHistory.net;
	
	

		

			administration of grants and the provision of advice about New Zealand history;
	
	

		

			research, writing and publication of major reference works, including the Dictionary of New Zealand Biography and Te Ara, the Encyclopedia of New Zealand;
	
	

		

			management of national monuments, war graves and historic graves;
	
	

		

			administration of the Protected Objects Act 1975;
	
	

		

			administration of legislation relating to the symbols and emblems of New Zealand sovereignty (including the administration of the New Zealand Flag, New Zealand National Anthems and the New Zealand Coat of Arms) and to commemorative days;
	
	

		

			administration of the Regional Museums Policy for Capital Construction Projects, the Government Indemnity to Museums policies and the Commemorating Waitangi Day Fund;
	
	

		

			provision of information about New Zealand culture through NZLive.com website.1
	


	The Ministry led government work in the arts, heritage, broadcasting and sports sectors. It provided advice on legislation, policy, and sector development to the Minister for Arts, Culture and Heritage, the Minister of Broadcasting, and the Minister for Sport and Recreation.

	It also worked with national cultural agencies such as NZ On Air, Creative New Zealand, the New Zealand Film Commission, and Te Papa Tongarewa, administering their funding, monitoring their activities and supporting appointees to their boards.

	The Ministry also supported and promoted New Zealand culture with its own services, grants, and products. It maintained war graves and national memorials, including the National War Memorial, and awarded grants for regional museum projects, historical research, and Waitangi Day celebrations.

	MCH published histories of state activity and research reports, and were responsible for the development of New Zealand’s on-line encyclopedia, Te Ara. The Ministry maintained several heritage websites, including a teaching resource (The Classroom) and provided cultural content for Eventfinder.co.nz, a ‘what’s on’ website.

	The Ministry administered key cultural and heritage legislation, including the Flags, Emblems and Names Protection Act 1981 (to protect objects and symbols of national identity) and the Protected Objects Act 1975 (to protect toanga tuturu).

	MCH also provided a cultural perspective for the work of other government departments. It led the Cultural Diplomacy International Programme, in collaboration with the Ministry of Foreign Affairs and Trade, New Zealand Trade and Enterprise, and Tourism New Zealand. It also worked with other agencies on REAL New Zealand Festival activities during the 2011 Rugby World Cup tournament.

	Structure

	The Ministry of Culture and Heritage was managed by a Chief Executive, and was assisted by a Deputy Chief Executive (who was also a branch manager).

	MCH was organised into three branches:

	

		

			Corporate Services - Headed by the Corporate Services Branch Manager, Corporate Services undertook support activities such as communications, finance, human resources, information management, and legal services;
	
	

		

			Cultural Policy - Headed by the Cultural Policy Branch Manager, Cultural Policy provided policy advice to the government on arts, culture, heritage, broadcasting, and sports and recreation. The branch worked on policy proposals, legislation and reviews that are significant to the sector. It also monitored the government's interests in the cultural sector agencies who receive crown funding, and offered additional support through its appointments and governance service;
	
	

		

			Heritage Policy - Headed by the Heritage Policy Branch Manager, Heritage Policy's historians, writers, researchers and advisers helped make information about New Zealand history easy to find and created opportunities for New Zealanders to engage with their heritage. It also looked after monuments and war graves throughout New Zealand.3
