Functions and Responsibilities1

The Minister for Arts, Culture and Heritage was responsible for the Ministry for Culture and Heritage, which assisted the Minister carrying out his or her responsibilities. The Minister also had a formal relationship to the following cultural organisations:

  • Museum of New Zealand Te Papa Tongarewa
  • New Zealand Film Commission
  • New Zealand Historic Places Trust
  • New Zealand Symphony Orchestra

Non-government Organisations-

  • Antarctic Heritage Trust
  • New Zealand Film Archive
  • New Zealand Music Commission
  • Royal New Zealand Ballet
  • Pukaki Trust
  • Te Maori Manaaki Taonga Trust
  • Te Matatini Society Incorporated

The Minister was also responsible for conveying the governments expectations for the arts, culture, and heritage sectors to these agencies.

Under the Crown Entities Act 2004, the Minister was responsible for appointing and removing Board members of the organisations under his or her remit; determining the remuneration of Board members; reviewing each entity's operations and performance; and participating in a process for setting the strategic direction for each entity.

The Minister also had a key role in determining the appropriate level of government funding for the organisations within the Arts, Culture and Heritage portfolio.
