	The Otago Provincial Government Roads and Bridges Department (AAHJ) carried out public works functions until the Public Works Department was established (AADX).

	The Immigration and Public Works Department was established in 1870 following curtailment of Provincial borrowing, which created favourable conditions for the acceptance of a centrally directed national works programme. The Vogel immigration scheme depended on close liaison between immigration control and public works administration. The initial emphasis was placed on road and railway construction, which employed immigrant labour to open up areas for settlement.

	

	From 1874, the Dunedin Office of the Public Works Department was headed by a District Engineer which employed engineering staff, including architects, surveyors and draughtsmen. The Public Works Department, Dunedin Office's geographical ambit encompassed the boundaries of the old Otago Province. For a period between 1872 and 1876 wardens of the various Warden's Courts in Otago reported to the Under Secretary for Works.

	The Dunedin Office had a wide range of functions. Initially the Office was largely involved in road and railway construction, which employed immigrant labour to open up areas for settlement. The construction and maintenance of public buildings was also carried out. The administration of motorways and main roads was taken over by the Main Highways Board in 1924; however the Dunedin Office of Public Works continued to be closely involved in construction. From the early 1900's the office also had a role in the investigation, design, and construction of electricity generating stations (including hydro-electric schemes),  as well as the construction, operation and maintenance of main transmission lines and sub-stations.

	The Housing Construction Department, formerly part of State Advances Corporation, was incorporated into the Public Works Department, Dunedin Office as a division in 1945. Functions relating to electricity generation and operation were transferred to the New Zealand Electricity Department, Dunedin District Office in 1945, although design and construction of new power schemes stayed with Works.

	The agency's change in title from Public Works Department, Dunedin to the Ministry of Works, Dunedin District Office, was intended to parallel substantial changes to the Department at head office level. The name change took place around 1951, when a District Commissioner was appointed.

	The District Commissioner of Works was the general manager for the Otago region. He acted as the Crown's representative on regional planning committees, and participated in the work of various district and regional bodies, such as District Roads Boards. Prior to this date the district presence of the Public Works Department was headed by a District Engineer, who reported to the Chief Engineer at Head Office. There were separate lines of communication from the District Chief Clerk, and other district officials, to their respective head office superiors.

	From the 1950s Dunedin District Office responsibilities became increasingly devolved from Head Office. In 1957, the Ministry of Works Dunedin District Office included a District Design Engineer, a District Architect, a District Housing Supervisor, an Assistant District Engineer, a District Mechanical Engineer, a District Administration Officer, and a District Highways Engineer as well as the District Commissioner of Works.

	By the 1970s Dunedin District Office was divided into several divisions. These included an Architectural Division, a Department of District Civil Works, an Administration Division, a Mechanical and Electrical Engineering Division, a Housing Division, and a District Water and Soil Office. The Water and Soil Division was set up after a review of New Zealand’s soil conservation in 1964, when the Water and Soil Conservation Act was passed in 1967.

	Under Water and Soil Division's control were the Soil Conservation and Rivers Control Council, the Water Pollution Control Council and the Water Allocation Council. At the local level the control lay with each catchment authority, via the regional water boards - The Otago Catchment Board, 1948-1988, (AERG) and later, the Otago Regional Council, 1989 onwards (DAIV).

	For the Otago region, the Ministry of Works and Development Water and Soil Directorate, Dunedin's functions were to:

	

		advise the Minister and Government on national and regional policy in relation to water and soil conservation
	

		to administer the Soil Conservation and Rivers Control Act 1941 and the Water and Soil Conservation Act 1967
	

		provide technical, administrative and research services required by the National Water and Soil Conservation Act 1967
	

		promote and co-ordinate research into water and soil matters
	

		assist local authorities and water boards with advice, information and services


	The Water and Soil Directorate also had major involvement in the management and development of irrigation schemes and hydro-electric power schemes in the Otago Region. With the gradual decline of gold mining from the beginning of the 20th century, some of the mining privileges, particularly for water, were acquired by the Crown for irrigation and hydro-electricity generation purposes. With the disestablishment of the Ministry of Works, the Ministry of Agriculture and Fisheries and its predecessor took over the responsibility for irrigation schemes in Otago and increasingly, irrigation schemes in the Canterbury region. Irrigation schemes and their assets were progressively privatised from the early 1990s.

	The Ministry of Works and Development would also be consulted on any mining applications presented through the Warden's Courts. In particular, the Cromwell Warden's Court (AEPM) and Otago Mining District Warden's Court, Alexandra (AERH) and the Mines Department, Dunedin (DAAP), would consult with the Ministry as well the Commissioner of Crown Lands, Dunedin (DAAK).

	In 1981, the agency had another name change as the result of the Public Works Act 1981, and became known as the Ministry of Works and Development, Dunedin Regional Office. During the mid 1980s the Dunedin District Office was reorganised into the following four task based divisions; Development and Planning Division, Corporate Services Division, Buildings and Property Division, and Engineering Services Division, as a result of restructuring at Head Office level.

	From October 1987, the Ministry was split into commercial and policy divisions. The policy division continued local government and regulatory functions as a government funded agency.

	The Ministry of Works and Development, Dunedin District Office was disestablished in 1988, when the commercial and policy divisions became state owned enterprises.

	The Commercial Division became Works and Development Services Corporation Ltd, Dunedin Office. Some functions, such as employment for those left redundant, financial arrangements for redundancies and tidying up contractual commitments were transferred to the Residual Management Unit, Dunedin Office. The commercial division operated on a user pays basis and was split into a consultancy business and a maintenance and construction business. Works maps and plans were transferred to the local branches of Works and Services Corporation Ltd, which later became OPUS International Consultants Ltd.

	When the Ministry of Works and Development was disestablished in 1988, the National Water and Soil Conservation Authority was also disestablished. Under the Water and Soil Conservation Amendment Act 1988, the functions of the Authority were inherited by the Minister for the Environment (through the Ministry for the Environment) and regional catchment boards, and for Otago, the Otago Catchment Board (AERG), later known as the Otago Regional Council (DAIV). The Otago Regional Council managed the remaing water rights, due to expire in 2021.

	Irrigation and water supply functions were transferred to Ministry of Agriculture and Fisheries, MAFTech Invermay (DAJM). Environmental functions were transferred to the Ministry for the Environment, Regional Unit, Dunedin. Responsibility for the hydro-electric dam construction was devolved to the Ministry of Works and Development, Power Division, Clutha Valley Development Headquarters and, after 1988, to Works and Development Services Corporation Ltd.
