	The administration of roads, bridges and public works in the Province of Otago was the responsibility of several agencies in succession.

	

	The first agency was the Roads Department (AAIS), established in 1854, which was absorbed in 1858 into this agency, the Public Works Department (AAGL), which had been set up in 1857 initially to deal with public works other than roads. The Public Works Department had the same head of department as the Survey Department until 1860:

	

	It is manifest, however, that both the one and the other of these departments has assumed a magnitude and importance which render it impossible for any one individual to conduct them both efficiently. I therefore propose to separate the two, and to place a sum on the Estimates sufficient to enable me to procure the services of a competent Civil Engineer to take the head of the Department of Public Works.

	In 1862 the Public Works Department took over responsibility for engineering works - previously carried out partly by the Chief Surveyor and partly by the Superintendent of Public Buildings. Such works to date had consisted primarily of jetties, piers and bridges. [See Reports of the Superintendent of Public Buildings, 15 April 1862, OPGG, Vol. IV, pp 393-394, and the Provincial Engineer, 22 October 1862, OPGG, Vol. V, pp 210-217.] (The Department of Public Buildings is not thought to have been a separate agency in the archival sense, but as no records are known to have survived it is difficult to be certain one way or the other.)

	

	Thus, for a brief period in 1862, the Provincial Public Works were handled by a single agency with three branches: Engineering, Architectural, and Roadmaking and Maintenance. However, it was soon deemed preferable to go back to having a separate agency for roads, "owing to the stagnation of work, and the departments getting inextricably in arrear." [Note by Provincial Secretary on Engineer's Report, 22 October 1862, in OPGG, Vol. V, pp 210-217.] Thus in 1862 a new Roads and Bridges Department (AAHJ) took over some of the functions of the Public Works Department.

	

	Yet another change of mind resulted in the decision once again to merge the two agencies into one; and this time, in 1864, it was the Road Department (AAHJ) that absorbed the Public Works Department (which had been renamed the Provincial Engineer's Department in 1863).
