Establishment
The National Assessments Bureau (NAB) was established as the External Intelligence Bureau in 1975, centralising the intelligence functions that had been carried out by the Ministry of Defence and the Ministry of Foreign Affairs.1 It also inherited the functions and responsibilities of the Joint Intelligence Bureau.
The Bureau was part of the Prime Minister's Department from 1975 until 1987, when it was administered by the Ministry of Foreign Affairs from 1 April 1987 until 30 June 1989.2 It was then briefly administered by the State Services Commission.
In 1989 the External Intelligence Bureau became an autonomous Crown entity and was renamed the External Assessments Bureau. On 1 July 1991 the Bureau became a business unit within the Department of the Prime Minister and Cabinet (DPMC) . When Bureau's functions were extended to include internal as well as external threats, it was renamed the National Assessments Bureau in March 2010.
Functions and Responsibilities3
The primary function of the NAB was to provide assessments to the Prime Minister, other ministers, senior officials and New Zealand’s diplomatic missions abroad, on events and developments that might have affected New Zealand’s interests, particularly in regard to national security matters. In carrying out its functions, the Bureau’s purpose was to help to inform decision-making by the government.
The NAB was responsible for:
- making objective assessments of events and developments to inform government decision making, using the widest possible range of information from available open and classified sources;
- taking the lead in co-ordinating assessment reporting to Government on matters concerning national security; and
- producing reports to inform the members of inter-departmental watch groups that coordinate New Zealand’s responses to internal and external crises and threats to New Zealand.
The NAB director was responsible for developing a national assessment programme shaped around the government’s national security agenda and priorities, and for establishing quality standards across the intelligence community for intelligence assessment and analysis.
The Bureau used a wide range of media sources and other public information, such as academic research, commentaries by think-tanks, and internet sites. It also drew on diplomatic reporting and other forms of classified material from intelligence sources. This intelligence was provided by the Government Communications Security Bureau and the New Zealand Security Intelligence Service.
NAB had no role in providing policy advice to the government, no operational functions, and did not provide services to the public. Its mandate was clearly defined: NAB’s role was to provide assessments, not advice. This meant that it explained events and developments, but did not offer advice on what actions the government might take.
The greater part of NAB’s assessments were focused on political and economic developments, but the Bureau also covered environmental and scientific issues, security and strategic issues (such as international terrorism and the proliferation of weapons of mass destruction) and biographic reporting on overseas dignitaries who were meeting New Zealand ministers.
Assessments were produced in a variety of formats. Short situational reports were issued by NAB’s director as events unfolded and information became available. These reports assisted the work of inter-departmental watch groups that co-ordinated New Zealand’s responses to external crises. (These watch groups met under the chair of the director of the Domestic and External Security Group, another of the business units within DPMC.) Longer-term and more strategic assessments were considered and issued by the National Assessments Committee. This was subordinate to the Officials Committee for Domestic and External Security Coordination (OCDESC), the committee of chief executives and other senior officials that oversaw New Zealand’s security and intelligence community on behalf of ministers.
