It is generally acknowledged that New Zealand's first Prime Minister or Premier was Henry Sewell, the Colonial Secretary, who formed the first responsible ministry in April 1856.  Despite the title "Prime Minister" being used frequently in the constitutional debates during the first session of the New Zealand Parliament in 1854, it was not formally used to describe the Head of Government until 1893 (for Richard Seddon).  Prior to this the title of "Premier"  was used, being first associated with the role during the ministry of  Frederick Weld (1864).
