Impartial advice and services were provided to support Cabinet, Cabinet Committee decision making processes, the Executive Council, and legislative programming. Cabinet was the central decision-making body of executive government, and provided a collective forum for Ministers to decide significant government issues. The Executive Council was the highest formal instrument of government, and was part of the executive branch of government that carried out formal acts of government.

By convention, the Executive Council comprised all Ministers of the Crown, whether those Ministers are inside or outside Cabinet (the Governor-General presided over, but was not a member of, the Executive Council). When a new Cabinet was sworn in, Ministers were first appointed as Executive Councillors and then received warrants for their respective Ministerial portfolios.
