Registration of friendly societies has included the activities of:

The Friendly Societies Act 1856 authorised the establishment of Friendly Societies in the colony 'for the purpose of affording relief and maintenance to the Members thereof in sickness, old age, and for other purposes of a provident and benevolent nature'. The act provided for registration of societies by the Supreme Court in each Province, and required such societies to make an annual return to the registrar of the Court setting out the membership and financial situation of the society 1.
A further act in 1867 provided for the appointment of a Registrar of Friendly Societies. From 1868 notices of registration began to appear in the New Zealand Gazette, signed 'for the Registrar' by the Colonial Under-Secretary 2, so it seems likely that this function was carried out by the Colonial Secretary's Office. However, it appears that no register of Friendly Societies was actually kept until 1877. 3
The 1877 Friendly Societies Act required societies to furnish more detailed annual returns, and introduced quinquennial valuations of funds. This act also required the registrar of Friendly Societies to make an annual report to Parliament. These reports can be found in the Appendices to the Journals of the House of Representatives. The first report discusses the appointment of an actuary, and makes it clear that the Registrar-General was now the Registrar of Friendly Societies. 4
Other kinds of mutual benefit society were also registered by the Registrar of Friendly Societies. The Trade Union Act 1878 provided for registration of Trade Unions, and made the Registrar of Friendly Societies responsible for this function.5 The Friendly Societies Act 1882 provided for registration of five categories of society under the act - Friendly Societies, Cattle Insurance Societies, Benevolent Societies, Working-Men's Clubs, and Specially Authorised Societies. 6
From 1 March 1884 registration of Friendly Societies became a function of the Colonial Treasurer's Department. 7 The function remained within the Treasury until 1996. From 1906-1946 there was a separate Friendly Societies Department within the Treasury 8. From 1946-1950 the Friendly Societies Office became a branch of the Treasury Department. From 1950 to 1996 it was part of the Actuarial Branch.
On 1 July 1996 the Government Actuary's Office was transferred to the Ministry of Commerce, where it became part of the Insurance and Superannuation Unit. However, it seems that responsibility for registration of Friendly Societies and Credit Unions passed to the Wellington District Office of the Companies Office. 9
In February 2000 the Ministry of Commerce was renamed the Ministry of Economic Development.
