The exact dates of the Inspectorate of Surveys defy ready definition. The position was not specifically mentioned in the Native Lands Act 1865. Jourdain (1925) records Theophilus Heale's date of appointment as 1865 on page 208 and 1867 on page 237. Certainly Heale was Inspector of Surveys by 31 January 1867, as instructions were issued in his name on that date (see below). The Waikato District Surveyor's outwards letterbook reveals that the Inspector of Surveys became the District Surveyor's controlling officer in September 1867, succeeding the Provincial Surveyor in that role [item reference: BAAZ 1182/1 f 84]. Over all, 1867 seems the most likely date. 

Heale's duties as Inspector were to supervise all surveys of native land, carry out triangulation work, and advise the Government generally on survey matters. "He initiated the first extension system of triangulation, which was afterward carried through by Mr Percy Smith from Auckland to Wellington. In 1876 he resigned the position of Inspector of Surveys, and being a good Maori linguist, was appointed a Judge of the Native Land Court,..." [1].  Jourdain reports that while the position of Surveyor-General was not filled, Heale, as Inspector of Surveys, "was the adviser of the Government on survey matters"[2]. 

The Inspector appears to have had authority over other surveyors for the Native Lands Court in the Province of Auckland. He issued instructions to surveyors, as published in the New Zealand Gazette [3]. There was evidently a close relationship with the Province, as, for instance, surveyors were told to use the standard chain provided in the Provincial Survey Office. 

From 1 December 1876 control of surveys of native lands passed from the Inspector of Surveys (under the Native Land Court) to the Surveyor-General. The Office of the Inspector of Surveys appears to have ceased to be a separate agency at this point. It seems to have lost some of its authority; but specimen plans continued to be kept in "the Inspector or Deputy Inspector's Office" [4]. Appointments of Deputy Inspectors were still made by the Inspector of Surveys, not by the Surveyor-General [5]. John Turnbull Thomson held the position of Surveyor-General from May 1876 to 1879 and he also held the position of Inspector of Surveys from 30 May 1877 [6], but, unlike Heale, he was based in Wellington, at the General Survey Office.
