Establishment

The Industries and Commerce portfolio was established by the Liberal Government  with the Hon. Joseph Ward MP (Liberal, Awarua) being appointed Minister of Industries and Commerce in the Seddon Ministry on 20 January 18941.

Responsibilities

When established, the Industries and Commerce portfolio was responsible for the newly created Department of Industries and Commerce. The Minister (through the Department) worked on obtaining fresh markets for New Zealand products and increasing exports to markets already in existence, and giving practical assistance to any branch of commerce and industrial progress requiring to be fostered2. This involved the formulation of policy and regulation.

In 1916 a Board of Trade was established as an advisory body to administer war-time price regulations through the Department of Industries and Commerce, with the Minister appointed President of the Board. By late 1919 its advisory function was extended to all matters pertaining to the development of industries. By late 1923 the Board was disestablished, with the Minister of Industries and Commerce inheriting the powers, duties, authorities, and functions of the Board. The Minister was given the power to appoint an Advisory Board to investigate or make recommendations on industry and commerce matters as required.

During the term of the First Labour Government (1935-1949), Industries and Commerce became a key portfolio in the fostering of industrial development, which included the provision of advice on the administration of import licensing (which was carried out by the Customs Department)3.

By 1956, the focus of the portfolio was the promotion and encouragement for the improvement and development of industry and commerce and the export trade of New Zealand. Later the promotion of the interests of consumers also became the concern of the Industries and Commerce portfolio.
