The date of establishment of the Department of Industries and Commerce is based on the appointment of the first Chief Clerk of the Department, Amelius Morland Smith. Smith was appointed by the Minister of Industries and Commerce on 12 February 1894 (The New Zealand Gazette, 15 February 1894, No.12, p.267).


Date of disestablishment is based on Secretary of Agriculture, Commerce, and Tourists Circular No.1, dated 16 September 1909. Also, an Evening Post article entitled "Department of Agriculture - Reorganisation Scheme" (Volume LXXVIII, Issue 68, 17 September 1909) states "The scheme of reorganisation of the Department of Agriculture, Commerce, and Tourists, has now been completed, and will come into operation at once."

Establishment


The Department of Industries and Commerce was established on 12 February 1894 with the appointment of Amelius Morland Smith as the first Chief Clerk of the Department1. As the Department only consisted of the Minister and the Chief Clerk, a room in the Parliamentary Buildings 'reserved for the use of the Cabinet' was placed at the Chief Clerks disposal2.


Functions and Responsibilities


The Department was tasked with the duty of developing and furthering the interests of the industrial and commercial sectors of the colony3. It was responsible for obtaining overseas markets for New Zealand products, and for encouraging the growth of New Zealand commodity exports to existing markets.


The Department monitored conditions within the local industrial and commercial sectors of the economy, as well as import and export statistics. Information and data on foreign markets was also obtained by the Department, usually through delegates who attended overseas conferences and contacts with officials such as the Agent-General in London. The promotion of overseas trade was later facilitated by using the overseas agents of the Department of Tourists and Health Resorts as trade representatives from 1901.


Structure


From February 1894 until February 1901, the Chief Clerk was the only permanent staff member of the Department. The Chief Clerk was directly responsible to the Minister of Industries and Commerce. On 1 February 1901, Thomas Edward Donne was appointed Under-Secretary of Industries and Commerce, as well as the Superintendent of Government Tourists and Health Resorts4. The Under-Secretary (later Secretary) became the responsible officer for the Department to the Minister.


By April 1908, the permanent staff members of the Department included the Secretary of Industries and Commerce, the Chief Clerk, an Accountant, and a typist5.


Disestablishment


As part of an economy drive by the government, the Departments of Industries and Commerce, Agriculture, and Tourist and Health Resorts were amalgamated to form the Department of Agriculture, Commerce, and Tourists, which began operations on 16 September 19096.
