The Infrastructure portfolio was created by the National-led Coalition Government in November 2008. The primary focus of the portfolio was on the performance of the stock of physical assets that underpinned the functioning of the economy, specifically network and utility systems such as transport, water, communications and energy as well as the quality of investment in, and long-run management of, key infrastructure (including areas of large capital expenditure) such as schools, hospitals and prisons. The overall aim was to ensure such networks enhanced both the delivery of government services and future economic performance.1
Among its responsibilities were:
- the formulation and monitoring of a 20 year National Infrastructure Plan (updated every 3 years);
- co-ordination and planning of infrastructure needs among other portfolios and Government agencies;
- management of existing infrastructure assets;
- providing support and guidance on Public-Private Partnerships (PPP's) to Government agencies.
The National Infrastructure Unit provided administrative support to the Minister for Infrastructure, and the National Infrastructure Advisory Board provided the Minister with advice.
