Establishment
The Energy Efficiency and Conservation Authority (EECA) was established in 1992 as an independent Government agency. On 1 July 2000 its functions were formalised under the provisions of the Energy Efficiency and Conservation Act 2000, its principal responsibility being the promotion of energy efficiency, energy conservation and the use of renewable energy across all sectors of the New Zealand economy.
Functions and Responsibilities
The goal of the EECA was to maximise cost-effective energy savings and the co-benefits for all New Zealanders, and stimulate the uptake of both large and small-scale renewable energy. Its core business was determined by assessing the potential for cost-effective energy savings and emissions reductions.1
The Authority also looked for energy savings that cost more to deliver where there were significant co-benefits such as health improvements, on the basis that there was a total net benefit to the nation.2
Under the Energy Efficiency and Conservation Act, the Authority was responsible for:

    
advising the Minister on any matter relating to or affecting (i) energy efficiency and conservation, and the use of renewable sources of energy in New Zealand; or (ii) the functions of the Authority; 
    
assisting the Minister to prepare, administer, and publish an energy efficiency and conservation strategy; 
    
promoting public awareness in New Zealand of the importance of energy efficiency and conservation, and the use of renewable sources of energy; 
    
promoting practices and technologies to further energy efficiency, energy conservation, and the use of renewable sources of energy; 
    
arranging for the conduct of research, assessments, demonstrations, and studies; 
    
monitoring and reviewing the state of energy efficiency, energy conservation, and the use of renewable sources of energy in New Zealand; 
    
publishing relevant information, research, and other material.3 

Structure
The EECA was governed by a Board of between 6 and 8 members who were appointed by the Minister. The Board was responsible for the supervision and direction of EECA, including the long-term strategic financial planning, strategic initiatives, budgets, and the policy framework. It was also responsible for EECA's Statement of Intent, and the Purchase Agreement with the Minister of Energy and Resources, which set out what EECA would deliver with the funding allocated to it.
The Board membership term was three years.
A Chief Executive Officer was responsible for the day-to-day operations of the Authority, who was assisted by a General Manager Corporate. 



As of October 2010, the EECA was structured into 10 teams, each headed by a Manager:

    
Business - the Business team offered wide-ranging, expert advice for businesses of all sizes that wanted to become more energy efficient and ultimately more competitive. The team also encouraged the use of renewable forms of energy within business and government organisations. Its programmes assisted businesses to identify opportunities and develop realistic action plans to see them achieve their goals. It also offered practical advice and financial assistance to help facilitate change. 
    
Strategic Development - the Strategic Development team was responsible for building new business opportunities together with the internal capability to capitalise on them. It also managed the technical knowledge in the EECA. 
    
Products - The Products team managed energy performance standards, regulations and information on energy use for motor vehicles, household appliances, and commercial and industrial equipment. 
    
Government and Local Government - The Government and Local Government team was responsible for providing advice and input into relevant external energy policy work across central and local government. The team managed EECA’s key relationships within the public sector, which included the Minister of Energy and Resources and the Ministry of Economic Development. 
    
Human Resources and Corporate Services - This team was responsible for managing EECA’s people, including attracting and retaining staff, staff training and development. The team also looked after property and facilities management and office support services. 
    
Marketing and Communications - The Marketing and Communications team raised awareness of energy efficiency, conservation and renewable energy, highlighting the benefits and inspiring New Zealanders to take action. The team delivered information campaigns for the range of EECA’s programmes and managed corporate information and a market research programme. 
    
Finance and Information Technology (IT) - Finance and IT team was responsible for providing financial and IT processes and systems for EECA. This group provided support to managers and staff within EECA, assisting them in delivering their project milestones. 
    
Monitoring and Research - The Monitoring and Research team was responsible for providing monitoring, analysis, and research to support EECA’s programmes and projects. The team played a key role in monitoring energy efficiency developments both within New Zealand and internationally. 
    
Energy Supply - The Energy Supply team worked to maximise the proportion of electricity and heat to be generated from renewable energy sources, to help New Zealand move to an energy supply system that emitted less harmful greenhouse gasses, and was secure and diverse. Programmes included solar water heating, biofuels, and supporting large-scale renewable electricity development. 
    
Residential - Residential team was responsible for providing financial incentives to retrofit insulation, clean heating, and other energy efficiency measures into existing houses. The team also worked to influence behavioural change by providing information to help people make positive changes.4
