Functions and Responsibilities
The following statutory functions were undertaken within the Energy and Resources portfolio:
- Provision of policy advice ensuring that 1) New Zealand had a reliable and resilient energy system that delivered sustainable, low-emissions energy at a reasonable and efficient cost; 2) Business could generate economic benefits sustainable from Crown resources such as the mineral estate;
- Provision of projections and analyses of energy supply and demand and greenhouse gas emissions;
- Managing statistical collections on energy and energy sector greenhouse gas emissions;
- Servicing New Zealand's membership of international energy organisations, particularly the International Energy Agency (IEA);
- Monitor the performance of Crown Entities - Electricity Commission and the Energy Efficiency and Conservation Authority;
- Managing the regime for the exploration of petroleum, mineral and coal resources, which included allocating and managing prospecting, exploration and mining permits, managing the geotechnical resource data, collecting royalties, levies and fees payable to the Crown;
- Promoting New Zealand for international and domestic investment to enable the Crown's petroleum and mineral resources to contribute to the economic development of New Zealand;
- Operating an effective investigation, compliance, enforcement and communication regime for gas and electricity safety;
- Administration of gas information disclosures;
- Ensuring appropriate regulatory settings for transport fuel specifications;
- Implementation and operation of the Emissions Trading Scheme Register;
- Provision and operation of a Climate Change Unit Register to enable the allocation and trading of Kyoto units under the Climate Change Response Act 2002.
