Establishment
State Coal Mines was established on 15 November 1902 with the appointment of Alfred Benjamin Lindop as its first General Manager.1 It was formed to develop and operate coal mines on behalf of the Crown under the provisions of the State Coal-mines Act 1901. On its formation, State Coal Mines was responsible for the development of the Port Elizabeth Coal Mine at Seven Mile Creek, Greymouth, and the operation of the Seddonville Coal Mine, Westport. Seddonville had been operated by the Westport-Cardiff Coal Company prior to the Crown taking it over.2
On establishment, State Coal Mines was headed by a Manager, who initially reported directly to the Under-Secretary of Mines. With Head Office based in Greymouth, State Coal Mines staff included an Accountant, an Agent based in Westport, and a Managing Agent in Wellington.3 Between 1906 and 1907 Head Office moved to Wellington (and was managed within the Mines Department) and by 1910 was headed by a General Manager, with Mine Managers appointed to each coal mine at Port Elizabeth and Seddonville.4
Between 1906 and 1910, State Coal Mines opened coal depots at Wellington, Christchurch, Wanganui, and Dunedin. The purpose of the depots was the sale and distribution of State coal to the public, at a price that was greatly to the advantage of the purchaser.5
State Coal Mines operated under the State Coal-mines Act 1901, the Coal-mines Acts of 1908 and 1925, and the Coal Mines Act 1979 (and all associated amendments and regulations.
Functions and Responsibilities
Under the provisions of the Coal Mines Act 1979, the role of State Coal mines was to :
- operate the State-owned mines and produce coal to meet market requirements;
- employ operational personnel to meet production targets;
- plan and review mining equipment;
- review mining methods and efficiency;
- carry out mining exploration;
- take land for coal mining operations where necessary;
- co-ordinate contracts and tenders.6

Prior to restructuring in 1987, State Coal Mines was headed by a General Manager, who reported directly to (and assisted) the Deputy Secretary of Energy (Mines). The General Manager was assisted by two Assistant Secretaries; the Assistant Secretary of Energy, Development and Production, who was primarily responsible for the development and operation of State Coal Mines; and the Assistant Secretary of Energy, Finance, Marketing, and Administration, who was responsible for the administration policy of the State Coal Mines and the marketing of Coal.
The coal mining operations of of State Coal Mines involved specialist technical staff in Head Office, and in the field District Managers were responsible for operations within their districts. Each District Manager was supported by a mine manager for each mine, and other technical and administrative staff. District offices were located at Huntly, Westport, Greymouth, and Ohai, and coal mining operations in these areas were controlled from these offices.
Head Office sections and specialist staff making up State Coal Mines included:
- Planning and Project Management Section - The Planning and Project Management Section was headed by the Chief Mining Engineer (Coal Operations), and was responsible for advice on technical matters in relation to the development of coal mining proposals, including planning, mining methods and environmental implications.
- Engineering Section - The Engineering section, headed by the Director of Engineering, provided a civil, electrical, and mechanical engineering service to State Coal Mines. This included technical control of development projects, (excluding mining), project evaluation, advice on specifications for contracts and plant purchases, advice to the Chief Inspector of Coal Mines, and other advice as requested.
- Marketing Section - The Marketing Section was headed by the Director of Marketing and a Sales Manager located at Head Office. Branch managers were located at State Coal Mines sales offices in Auckland, Wellington, Christchurch and Dunedin. This section was responsible for the wholesale marketing of all coal produced by State Coal Mines.
- Industrial Section - The Industrial Section was headed by the Industrial Officer, and was responsible for all industrial matters involving wage workers in State Coal Mines. The Industrial Officer reported to the Personnel Manager, who was responsible to the Assistant Secretary of Energy (Finance, Marketing and Administration).
- Marketing Engineers - Five Marketing Engineers, 2 based in Auckland, 1 in Huntly, and 2 in Christchurch, reported to the Director of Marketing. Their function was to test coal-fired boiler plants for efficient performance, and generally advise industrial and domestic consumers on how to get the best performance from boilers, mechanical stokers, and domestic appliances.
- Consultant Medical Officer - A Consultant Medical Officer, located at the State Coal Mines Huntly District Office reported to the Assistant Secretary of Energy (Finance, Marketing and Administration). The role of the medical officer included organising medical examinations of all coal mines employees as was required under the Coal Mines Act 1979, correlating and storing the results, and advising on particular aspects of safety and occupational health. Assistance was provided by Occupational Health Nurse based in Huntly, Westport, Greymouth and Ohai.
Disestablishment
State Coal Mines ceased trading on 31 March 1987. With effect from 1 April 1987 the Ministry of Energy was restructured, with State Coal Mines being separated from the Ministry and absorbed into the newly formed Coal Corporation of New Zealand Limited (Coalcorp).8 Coalcorp, which was established under the State-Owned Enterprises Act 1986, was renamed Solid Energy New Zealand Limited in 1997.
