	The Ministry of Defence officially came into being on 1st April 1990 as part of the restructuring of Defence legislated under the 1990 Defence Act.  However in practice, a de facto form of the policy/provider split was in operation from October 1989.

	This restructuring witnessed the division of the New Zealand Defence Force from the Ministry of Defence.  The Chief of the Defence Force remained the advisor to the Minister of Defence in close consultation with the Secretary of Defence, who fulfilled the role of the Chief Executive of the Ministry.

	Note:  The Ministry of Defence and the New Zealand Defence Force did not have a superior/subordinate relationship.  They are two independent agencies who reported directly to the Minister of Defence.  From about 1997, there was a practice of ‘co-location’ where staff from both agencies worked as a committee, particularly in relation to policy and public relations.

	 Functions and Responsibilities

	The purpose of the Ministry of Defence was to provide advice to enable the Government to make well-informed judgements on the defence of New Zealand and its interests and to make available the resources which are needed.  In carrying out this task, the Ministry worked closely with the New Zealand Defence Force.

	The Ministry's task was to identify possible risks to New Zealand's security, its overseas trade and investment and the forces and equipment the nation will need to protect these vital interests.

	The Ministry purchased large items of military equipment approved by Government and managed each contract through to delivery. As well, the Ministry audited a range of New Zealand Defence Force functions to ensure that these were carried out economically and efficiently.

	It also managed an active Public Affairs programme designed to explain the role of the New Zealand Defence Force in peacetime and to encourage a higher quality of public debate on defence issues. In all these activities, the Ministry worked closely with the New Zealand Defence Force.

	New Zealand's Defence Policy (as at 25 May 2001)

	In June 2000, the Government's Defence Policy Framework was released.  This document provided the overarching, strategic guidance for the Government's approach to defence.  The Government's defence policy was guided by, and built on, the report by Parliament's Foreign Affairs, Defence and Trade Committee Inquiry into Defence Beyond 2000, released in 1999.  The key elements of this approach were:

	- New Zealand's defence and security policies would be based on its own assessment of the security environment and the actions it considered to be in New Zealand's best interests.  Defence was one aspect of New Zealand's foreign and security policy.  The Government believed that a comprehensive approach to security was the best way to protect New Zealand's interests and to promote regional stability and global peace.

	- The primary reason for maintaining a defence force was to secure New Zealand against external threats, to protect our sovereign interests, and to be able to take action to meet likely contingencies in our strategic area of interest.  New Zealand would work collaboratively with like-minded partners. In this context, there was no strategic partnership closer than that with Australia.  New Zealand would continue to meet its obligations as a member of the Five Power Defence Arrangements (FPDA).

	- New Zealand had special obligations to Pacific neighbours to assist in maintaining peace, preserving the environment, promoting good governance and helping achieve economic well being. New Zealand wanted a secure neighbourhood and must work towards that.  Peace support operations were important for maintaining security and stability.  New Zealand would make as full a contribution to such actions as is reasonably possible.  New Zealand's global engagement would be based on active support for, and participation in, UN and appropriate multinational peace support operations.

	- The Government would continue to maintain a nuclear free New Zealand and protect the integrity of its nuclear free policy.  It would also promote a nuclear free South Pacific.  Except as part of peace support operations, New Zealand would not engage in military co-operation or exercises with the armed forces of states which sanctioned the use of their armed forces to suppress human rights.  Effective contributions would be made by the New Zealand Defence Force through the three single services working together (jointness).  Defence funding would be carefully targeted according to clear priorities.

	 Structure

	Policy and Planning Division

	The Policy and Planning Division provided advice on the Government's defence policy, international defence policy, the military capabilities needed to achieve Government's activities and Closer Defence Relations (CDR) with Australia. The Division played a central role in the Defence Planning System and the formulation of the medium and longer term plans for the achievement of the required military capabilities and force structure.  The Division was headed by Deputy Secretary of Defence (Policy and Planning).

	The Defence Policy Framework set out the Government's key defence policy objectives.  As at 25 May 2001, these were to:

	

		Defend New Zealand and to protect its people, land, territorial waters, Exclusive Economic Zone (EEZ), natural resources and critical infrastructure;
	

		Meet New Zealand's alliance commitments to Australia by maintaining a close defence partnership in pursuit of common security interests;
	

		Assist in the maintenance of security in the South Pacific and to provide assistance to New Zealand's Pacific neighbours;
	


		Play an appropriate role in the maintenance of security in the Asia-Pacific region, including meeting New Zealand's obligations as a member of the FPDA;
	

		Contribute to global security and peacekeeping through participation in the full range of United Nations (UN) and other appropriate multilateral peace support and humanitarian relief options.


	These objectives were the basis for the roles and tasks the Government has established for the New Zealand Defence Force.

	The Defence Policy Framework outlined the way in which the Government wanted to shape and rebuild the Defence Force and the seven principles that would guide this.  They were that the Defence Force would be used to:

	

		Meet New Zealand's constitutional responsibilities for defence of the Cook Islands, Niue and Tokelau;
	

		Contribute to maintenance of peace and stability in the South Pacific;
	

		Meet New Zealand's international obligations for search and rescue and for emergency medical evacuation;
	

		Strengthen New Zealand's relationships in the Pacific through the Mutual Assistance Programme (MAP), including providing defence assistance and ODA delivery;
	

		Assist with Pacific Islands countries' EEZs;
	

		Provide protection for, and if necessary assist in the evacuation of, New Zealand nationals in civil emergencies;
	

		Provide assistance after natural and humanitarian disasters.


	The Defence Policy Framework was complemented by two other documents: the External Assessment Bureau's Strategic Assessment 2000 and the Ministry of Foreign Affairs and Trade's New Zealand's Foreign and Security Policy Challenges.  These papers identified and assessed the key features and trends of New Zealand's security environment and outlined the security and foreign policy challenges for New Zealand in the Asia-Pacific region and further afield.  They provided strategic and international background to New Zealand's defence policy.

	Evaluation Division

	The Evaluation Division conducted independent evaluations of the New Zealand Defence Force's delivery of its Outputs, reviews of the efficiency and effectiveness of its management systems and resource utilisation and, in the case of Programme Evaluations, whether policy objectives had been achieved, and reviews of the Ministry's acquisition activities. In addition, the Division conducted audits of the controls on hazardous substances under the control of the Minister of Defence, as required by the Hazardous Substances and New Organisms Act, 1996.

	Evaluations were undertaken against a programme approved jointly by the Secretary of Defence and the Chief of the Defence Force under authority delegated by the Minister of Defence. Completed reports were submitted to the Chief Executives' meeting as the Defence Evaluation Board and the Minister were provided with a copy of each report.

	The Evaluation Division had an ongoing involvement in monitoring the management of the ANZAC Ship Project through participation in a Joint Audit Board with the Inspector-General of the Australian Department of Defence.  The Division was headed by Deputy Secretary of Defence (Evaluation).

	Acquisition Division

	The Acquisition Division procured equipment for the three Services - the Royal New Zealand Navy, the New Zealand Army, and the Royal New Zealand Air Force.  Only major projects were managed by the Division, generally those expected to be over $5 million in value.

	Acquisition Division projects began with a user requirement developed by the customer (Navy, Army, Air Force).  Thereafter, the Division was responsible for the total life cycle of the Acquisition process.  This included obtaining all Government approvals, developing the acquisition strategy, preparation of documentation, development of any industry programme, and project management through to the end of warranty.

	The Division was responsible for the implementation of Government policy for industry involvement in Defence contracts and encouraged overseas bidders to look for the involvement of local (New Zealand and Australian) companies on a sound commercial basis and to the benefit of the Division's customers.  The Division was headed by the Deputy Secretary of Defence (Acquisition).

	The Defence Industry Committee of New Zealand (DICNZ)

	The DICNZ was formed in 1994 to improve communication between Defence and New Zealand Industry.  The Committee reported directly to the Minister of Defence and had a wide brief, considering any issues affecting Defence and Industry.  It was tasked to enhance New Zealand's defence technology base; to assist in developing defence exports; to promote defence/industry cooperation in Australia and the region.

	DICNZ membership consisted of seven industry members appointed by the Minister of Defence, representatives from Trade New Zealand (TRADENZ), the New Zealand Defence Force and the Ministry of Defence.  The Ministry provided secretarial and other support to the Committee.

	Corporate Division

	Corporate Division provided an integrative force within the Ministry, which enhanced the operational effectiveness of the other divisions through the provision of support services and policy advice in the areas of finance, information, legal, personnel and administration. It was also responsible for all aspects of Ministerial services and support.

	Corporate Division was responsible for the responses to Ministerial correspondence and parliamentary questions.  The Division was headed by the Deputy Secretary of Defence (Corporate).

	Finance

	Finance was responsible for the provision of financial services and advice, including currency management for the Ministry and the co-ordination of Corporate planning and preparation of the Estimates.  Finance was headed by the Assistant Secretary of Defence (Finance).
