The Motor Regulation Act 1906 was the first piece of legislation to make reckless driving an offence. Section 9 of the Act made it an offence for a person to drive a car on a public highway in a reckless or negligent manner,  or at a speed or in a manner that was dangerous to the public. Police were authorised to apprehend without warrant the driver of any car who committed such offences in view and refused to provide their name and address on demand.

Traffic regulations were created updated under the Motor-vehicles Act 1924, the Transport Act 1949, the Transport Act 1962, and the Land Transport Act 1998.

Enforcement of road policing was initially undertaken by police. Later, traffic officers were employed to enforce road rules by local bodies (with the assistance of the Main Highways Board in post-World War I years). From 1 April 1937 the Transport Department assumed full control over traffic officers.

The Transport Department was amalgamated into the Ministry of Transport on 25 November 1968, under the provisions of the Ministry of Transport Act 1968. A Traffic Enforcement/Traffic Safety Service was established within the Land Transport Division of the Ministry, with the responsibility for traffic enforcement.

On 1 July 1992, the staff and responsibilities of the Traffic Safety Service were transferred to the New Zealand Police, as set out under section 10 of the Police Amendment Act (No.2) 1992.

The New Zealand Police delivered services to reduce the risks of road crashes and to prevent deaths and  trauma on the roads. Areas of focus were:

• Detecting and dettering speed offending.

• Detecting and dettering drink and drug-driving offending.

• Ensure use of seat belts and children restrained.

• Enforcing the road code and traffic laws, promoting safer driving practices.

• Managing traffic and attending and investigating crashes.
