Establishment

Ohangai School was formally opened on 29 August 1906.1

Educational Responsibilities

Primary school education was free and compulsory in New Zealand. The main focus of primary schools was teaching the national curriculum and assessing students against national standards. Associated with this was the responsibility for enrolments, monitoring attendance (including the provision of transport to and from school where necessary), enforcing discipline (stand-downs, suspensions, exclusions and expulsions), ensuring the health, safety and welfare of students, and general administration.

Structure

Ohangai School's day-to-day teaching operations were under the control of the Principal.

Prior to 1989, Ohanigai School was under the general supervision and control of the Taranaki Education Board (1906-1989). The Board had overall responsibility for the architecture, buildings, general services, finance, teacher services, and transport.2

A School Committee was formed to be responsible for governance at the school level. The Committee was responsible for keeping the school in good repair and order, provide for the proper cleaning of the school and outbuildings, the day-to-day running of the school, keeping accounts for submission to the education board, and forwarding to the education board each year a report of education matters in the Ohangai School District.3

Under the Education Act 1989, Ohangai School was governed by a Board of Trustees made up of parent representatives, who were elected by parents every three years, the Principal, and a staff representative. The Board was responsible for running the school and overseeing educational aspects such as policy writing, finance and maintenance.

On 12 May 2003 the Minister of Education appointed a limited statutory manager to Ohangai School, pursuant to section 78M of the Education Act 1989, because of risks to the operation of the school. The limited statutory manager had the following functions, powers and duties:

  • personnel issues, including the appointment of a relieving principal, the resolution of outstanding personnel issues and any subsequent industrial issues.4

The limited statutory manager was also required to advise the board on the following matters:

  • sppointment of a permanent principal;
  • the filling of casual vacancies as a result of four resignations;
  • support and coaching for the new chairperson;
  • community consultation and communication; and
  • support and training for the newly elected board members.5

The notice for the appointment of a limited statutory manager was revoked on 7 November 2003.6

Disestablishment

Ohangai School was closed on 14 October 2012, pursuant to section 154 of the Education Act 1989.7
