Controlling Organisation

N.B.  Under the Marine Act 1866, the Governor controlled the agency unless he delegated his authority to the Superintendent.  The agency could therefore be considered to be under general-government control in part, although its funds came from the provincial government and it reported to the provincial government.  After the abolition of the provinces (1876), the general government had responsibility.

Until 1862, this agency was referred to as the Harbour Department.  From 1862 until 1875, it was called the Harbor Department, or just Harbor, almost in alternate years.  In 1875-1876 it was again the Harbour Department.  [Appropriations Ordinances].

            [history] => The appropriations of the Otago Provincial Council in February 1854 provided for the Harbor [sic] Department. However, this included only a pilot and boat's crew, not a Harbour Master, and there is no indication that the "Harbor Department" at that stage was an independent agency. The Harbour Department appears to have been established around October/November 1856, with the appointment of a Harbour Master and the institution of the first Harbour Regulations for the Province. 

Subsequent financial provision continued during the Province's existence, although rules for the Harbour Master's operations appear to have been made by the general rather than the provincial government. In 1874 the Otago Harbour Board (i.e. for the Port of Dunedin) was established; that organisation (and related agencies) became responsible for the management of the Port of Dunedin, except for the railway wharves and graving dock, which remained the responsibility of the Harbour Department. The Harbour Department also remained responsible for other Otago harbours, until they had harbour boards of their own.

The Harbour Department was primarily concerned with maintaining and improving harbour and port facilities and establishing better communications between ports. It had an interest in, and varying degrees of responsibility for, pilot services, signal stations, dredging, beacons, buoys, boat crews, jetties, rocket services (for rescues), tug and steamer services, and ship-repair facilities. The Department at Dunedin/Port Chalmers was directly responsible also for the harbours at Moeraki, Waikouaiti, Taieri, Port Molyneux, Catlin's River, Shag Point, Waikawa, Riverton and Toi Tois. From 1872 or so, Oamaru and Kakanui Harbours, and Allday Bay, came under the direct authority of the Deputy Harbour-Master at Oamaru instead of the Department at Port Chalmers, and appear to have constituted a separate agency. Bluff and New River (and Invercargill) appear to have been a separate agency (AAHO) from about 1857.

The Appropriations included provision for Quarantine, 1862-1872, including some staff from 1863 on. It is not absolutely clear whether or not this constituted a separate agency at any stage; but over all, quarantine is more likely to have been part of the Harbour Department.

Activity at the different ports waxed and waned throughout the provincial period, according to the influence of the growth of road transport, the railways, the goldfields, increased timber trade, and changing harbour conditions.

Pilot Board, etc, 1864-1866
For a short period, the Pilot Department came under the supervision of the Pilot Board rather than being part of the Harbour Department. The Pilot Board was established by the Superintendent in 1864. Instead of receiving salaries, the pilots received the pilotage dues paid by ships' masters; but these had to be supplemented from the Provincial Council appropriations because, under the Marine Board Act, many ships' masters were declining to use pilot services and therefore the pilots' incomes were inadequate. The Chief Harbour Master recommended in his 1865 report that the Pilot Board "should be called a Local Marine Board, and have control over Harbors (sic), Pilots, Shipping, and all matters connected with this Port,...." [Departmental Reports, p.20 in OV&P, 1865 Session 20, Appendix]. The Board was disestablished in 1866 and the pilot service was again run directly by the Harbour Department.
