N.B.  Under the Marine Act 1866, the Governor controlled the agency unless he delegated his authority to the Superintendent.  The agency could therefore be considered to be under the general-government control in part, although its funds came from the provincial government and it reported to the provincial government.  After the abolition of the provinces (1876), the general government had responsibility.

Sometime around 1872, the Deputy Harbour Master appears to have been given additional authority, and to have become responsible for Kakanui Harbour and Allday Bay. He sent annual reports to the Chief Harbour Master.
