	The date of establishment of this series is presumed to be 1913, the point at which several government agencies adopted a multiple-number subject filing system in place of annual single number systems. Record Group holdings from the Department of Labour's multiple-number subject system contain many earlier records from the late 19th century (for instance, 3/2 - files) having originally been given annual single numbers and at some later point top numbered into the multiple-number subject system.

	

	The Department of Labour was restructured in 1988 and split into five separate services: New Zealand Employment Service, Training Support Service, Occupational Safety and Health, New Zealand Immigration Service and Industrial Relations (later renamed Employment Relations). Each of these units took records from the main registry multiple-number subject system that were essential for their operations. It is not clear whether district offices also took files from the head office series. This may have been the case for accessions W3633 and W3634.

	

	When the records were later offered to Archives New Zealand, some had been top-numbered into new series (for example, see series 946 and 975) and some of the sub-series had changed from their original subject classification. However, the majority of the series remained the same. For earlier transfers of files belonging to this series, please see the Record Group series L1 (series 8814).

	Please note : Anomalies in the 5/- file numbering (e.g. duplicate file numbers of different subjects) resulted from different sections opening their own files within the same broad file index before this function was centralised.

	

	Union Registration files

	

	The restructuring of Labour in 1988 into substantially independent services coincided with the reclassification of union registration files from 3/2/- to 64/. It has been assumed that this represents the start of a new system operated by the Industrial Relations Service (see successor series 7277). It is not however clear whether this period marked the end of series 947.

	

	Immigration files

	

	Accession W5182 contains files, which range from 1923-c1995, documenting immigration policy and procedures. They complement and add to the 22/- registered files held in the Labour Department Record Group series L1. In this accession there are a number of sub-series. The bulk of files fit into the 22/1- (Immigration - General) sub-series, including files concerning Polish refugee children (see 22/1/178/-).  Others include 22/2- (Literature and Publicity), 22/7- (Industries) and 22/9- (Consulates and Embassies). Also, there are sub-series for shipping and air drafts (22/3, 22/6 and 22/8). Included are some files from 22/20/- (Visa and Permits). Accession 5199 includes shipping and air draft files, registers and other miscellaneous material.

	

	The higher sub-series 22/20 and 20/22 seem to date from 1988 and cover functions such as Human Resources and Finance. It is possible that these sub-series were created to reflect the fact that after 1988 the Immigration Service acquired its own functional capabilities in such areas. Because of the uncertainty about how the 22/- system was used during the time of the restructuring in 1988 and after, they are numbered within the 22/- series. Since only a few of the files from the higher number are being transferred, it was decided to fit them within this series (series 947) rather than create a new series or fit them with series 8011"[Department of Labour] Immigration Division files".

	

	Records relating to immigration were possibly inherited from the Immigration Department (IM) Record Group as well as Customs when the Department of Labour took over the administration of the Immigration Restriction Acts (the predecessor legislation to the Immigration Act) in 1951. The Labour Department also took over the functions of the Immigration Department in 1931 after it was disestablished.

	

	For a period during 1946-1947, the National Employment Service (NES) also carried out some immigration functions. Many records in this series have an NES prefix although the classification and series numbering still continues from before and after the National Employment Service was amalgamated with the Department of Labour.

	

	The Labour Record Group holdings for series L1 "Registered files" contain some very early material on immigration. Sub-series 5 - Immigration General - contains files from the 1930s about obtaining builders from the United Kingdom and Australia to assist with State Housing Schemes of the time. Also, sub-series 33/- contains information about the construction and administration of immigration hostels throughout New Zealand. These hostels also seem to have been used for housing workers who were part of general work schemes. Series 7952  "Norton Collection" contains some related information on the history of immigration.

	

	When the department was restructured in 1988, each of the new service units took those files from the main registry relating to their operations and the Immigration Service took the 22/- files. Some branches set up alpha-numeric subject file systems whilst still using the 22/- system.

	

	The 22/- file system continued to be used by the Immigration Service until about 1995 when a new subject file system was introduced. In 1992 there had been an attempt to replace the 22/- system but this was not implemented. From 1992, there appears to have been no centralised system. The General Manager's Office continued with the 22/- system while others developed their own unique systems.

	

	The 22/- system was used in both the Head Office and various Branch Offices, though there was no common usage of numbers. Head Office is sometimes distinguished by an HO prefix. All of the 22/- files covered by the appraisal in Accessions W5182 and W5199 are Head Office records.

	

	Series 947 is also continued by series 8055 "Alpha numeric subject files" created by the branch offices.

	

	H.L. Bockett Files (W5240)

	

	Some 3/3-, 22/-, 25/- and 27/- files from this series were transferred in 2001 as part of a group of records collected by H.L. Bockett, the Secretary of Labour and Director of Employment from 1947-1964. These files were processed into a series of their own (series 8039)

	W4397 - Personal staff records, disability survey, original half yearly/quarterly employment survey forms, fatal accident files, personal files of Swiss exchange scheme workers, interview forms relating to overstayers, and application forms for certificates of competency files are restricted for 100 years from the date of birth of persons named or 100 years from the compilation of employment survey forms for reasons of personal privacy. Restricted files are marked on the accession list.

	W4570 - The following files are restricted for 70 years from the date of the last action on the file for reasons of personal privacy: 5/15/19, 5/15/23, 5/15/25.

	W5091- 51/10A, 51/184/2C, 51/188, 51/187/16, and 51/952 are closed until 70 years from the last dated item on file; 51/105/7 - all five parts to this file are closed for 25 years from the date of the last action on the grounds of the provisions laid out in the Cabinet Office manual as they contain Cabinet Committee minutes.

	W5182 - All 22/1- policy files (General), 22/7 (Industry), 22/9- (Embassies and Consulates), 22/20 (Visas and Permits) policy files are restricted for 30 years from the date of transfer, 7 August 2001.
