1. This series description was compiled as part of a project to capture the finding aids created prior to 1987 into the GAIMS system. 
2. The dates of the series are based on the dates of the holdings.

The records were stored in an attic of the old Provincial Council chambers in Napier until 1900, when they were sent to the Colonial Secretary's Department. They were inventoried c. 1907 and some of the archives were subsequently disposed of. Some were sent to the Commissioner of Crown Lands at Napier, some of the printed papers were sent to the Government Printer for distribution, and some were destroyed. 
    
The remaining archives were moved to the Police Headquarters Building in 1911 when water damage was discovered. In 1919 they were reorganised and re-listed. A comparison of this and the earlier inventory show that some further records may have been lost. Both inventories actually covered the records of three agencies - the Hawke's Bay Provincial Government, the Agent for the General Government at Hawke's Bay and the earlier archives of the Commissioner of Crown Lands at Napier. These had probably been stored together in the Provincial Council chambers and were intermingled to some extent. 
    
The papers were transferred to the (then) Dominion Archives c.1946 and the three groups were separated. The arrangement of the Record Groups followed their original arrangement as closely as possible, but in cases where the papers were completely confused or where they had lost all trace of their old order, new series and groupings were made. The first five volumes comprise the manuscript journals of proceedings kept by the Clerk of the Council, the rest comprise papers called for by the Council or laid before it by the Superintendent. The papers are arranged in sections to correspond with the 21 sessions of the Council and comprise all or most of the following: Superintendant’s opening address and messages to the Council; proceedings and reports of officials, Committees of the Council and of committes of inquiry; departmental returns and financial records; Superintendent's and general correspondence; petitions to the Council and copies of Bills and ordinances. 
The greater part of the journals of proceedings and a considerable portion of the other papers were published in the "Votes and Proceedings of the Hawke's Bay Provincial Council", but much of the material described here was not published in this way. Sessions XIV, XVI, and XV are omitted from the published votes and proceedings. The Sessions I-XII include acts passed during the session. Thereafter they are published in the Hawke’s Bay Gazette or omitted altogether. The official publication of the proceedings of Session XVII was correctly numbered on the title page but numbered XVIII in the body of the proceedings. Subsequent sessions were then numbered from XIX to XXII, though there were in fact only 21 sessions.
The unpublished material includes reports and correspondence on various public works such as roads, harbour improvements and bridges; reports from inspectors of schools, sheep, slaughterhouses, surveyors, Commissioner of Crown Lands and Land Office officials, petitions for improved communications and for amendments to the provincial administration of education.
