	Content of a few files predates the series because of prior actions carried forward, presumably from series 889. Transit New Zealand has been linked as a creator only because a few files had papers added in 1990.

	In April 1986 a memo from the executive officer of the Roading Directorate tentatively established a new filing structure.  The intended sub-series were:

	900  Roading (Directorate) General

	901  National Roads Board (including committees)

	905  National Roads Board, State Highway sector

	906  National Roads Board, Local Authority sector

	907  National Roads Board, Miscellaneous sector

	The local authority 906/- files were to be the first to use this structure.  The subsequent number represented the number of the roading district, followed by the local authority accounts code, followed by subject.  In each case, a zero represented an application spanning all districts or authorities.

	Given that the system used such high series numbers, it is presumed that they were part of a larger scheme, but further elements of the system have not yet been identified.  Nor have files using other than the 906/- classification, so the rest of the system may not have been implemented.  Three years later, the functions of the National Roads Board were transferred to Transit New Zealand, a new body.  The closure of most of these files around that time suggests that the series was superceded by a new records structure, not yet represented at Archives New Zealand.
