This series contains declarations by applicants to the Commissioner of Crown Lands attesting that they were over 18 and they would take up the Deferred Payment licence subject to certain conditions.  These declarations usually accompanied applications  for licenses to occupy land under the Deferred Payment scheme. 
This scheme was dealt with by the Land Office the same way as a lease of land.  Deferred Payment allowed a purchaser to pay for the land in instalments.  An application would be made and the successful applicant had the right to occupy the land while he was paying it off. Licences to Occupy were granted until purchase was completed.  On completion of payments the purchaser would be issued with a Certificate of Purchase.
