The inwards correspondence to the office of the Commissioner of Crown Land in Canterbury prior to c.1886 is not extant. However, these registers contain much information about the content of the missing letters.
Pre-1886 correspondence to and from the Land offices were recorded in a series of registers, and indexes, providing for the registration of each individual item of inwards and outwards correspondence.  1887 marked the introduction of a system of correspondence filing for the Commissioner of Crown Land and the Chief Surveyor that was transitional between the "conventional" 19th century system of correspondence registration and the subject file classification system commonly used by New Zealand Government departments in the 20th century. This system is represented by the Crown Land (CL) and Survey (S) general correspondence records. 
These indexes/registers  record inwards letters to the office of the Commissioner of Crown Lands.   The Commissioner of Crown Lands was chairman of the Land Board and was responsible to the Minister of Lands.  These are nominal registers/indexes, which can point you to the relevant outward correspondence [series 12533 Commissioner of Crown Lands Outward Correspondence]. Each piece of inward correspondence would have been registered and numbered, and stored separately or attached to similar items. None has survived.
