These are indexes/registers to the series of outwards letters from the office of the Commissioner of Crown Lands.  The Commissioner of Crown Lands was chairman of the Land Board and was responsible to the Minister of Lands. 
Pre-1886 correspondence to and from the Land offices were recorded in a series of registers, and indexes, providing for the registration of each individual item of inwards and outwards correspondence.  1887 marked the introduction of a system of correspondence filing for the Commissioner of Crown Land and the Chief Surveyor that was transitional between the "conventional" 19th century system of correspondence registration and the subject file classification system commonly used by New Zealand Government departments in the 20th century. This system is represented by the Crown Land (CL) and Survey (S) general correspondence records. 
Although this series does not provide access to  entire series of Letter Record Books ‘CL’ Files [series 12536], item CH290 8/5 directly controls item CH290 8/7 which is one of the  ‘CL’ Letter Record Books.
