The portfolio of Minister in charge of Civil Aviation was established by the Holland Government in late 1949. The national carrier (National Airways Corporation) had been created in 1945 as a state owned monopoly and it had had five difficult years - struggling financially, having several plane crashes and having difficulty meeting licensing conditions. The National party while in oppostion had threatened the closure of the airline and this led to having a specific minister in charge of the whole area of Civil Aviation. The airline regained profitability by 1952.
