Establishment
The Local Government portfolio was established under the Second National Government that took office after the General Election of 30 November 1963. The Honourable David Seath was appointed the first Minister for Local Government, and was sworn-in on 20 December 1963.
Traditionally the Minister of Internal Affairs was given the responsibility for the Local Government portfolio, which was done to place greater recognition on the co-ordinating roll of the Minister and the Department of Internal Affairs in Central Government relationships with local government. This practice ended after the 1984 General Election when the Honourable Dr. Peter Tapsell was appointed Minister of Internal Affairs and the Honourable Dr. Michael Bassett appointed Minister for Local Government1.
Responsibilties2
In carrying out functions of the portfolio, the Minister of Local Government:
- was responsible for core policy issues relating to the constitution, structure, accountability and funding of local government
- led the relationship between central and local government
- was the territorial authority for some offshore islands
- appointed members of the Local Government Commission
- could appoint ministerial reviews and commissioners to act in the place of local authorities, in certain circumstances
- was required to approve a variety of minor statutory matters (such as authorising changes to the purpose for which endowment land is held, and approving minor boundary alterations)
The Department of Internal Affairs assisted the Minister in performing these responsibilities.
While the Minister of Local Government was primarily responsibility for legislation concerned with the system of local government in New Zealand, and its overall efficiency and effectiveness, the Minister was not answerable for local authority decisions and could not intervene in them.
