Establishment
In 1995 the Justice sector was restructured, with the Department of Justice being disestablished and its responsibilities divided amongst three separate entities - the Ministry of Justice (policy, advice, strategy, legislation), the Department of Corrections (administration of the corrections system, including prisons and probation services ), and the Department for Courts (support and administration of the courts system).
The Courts portfolio was established in June 1995, inheriting the responsibility for the support and administration of the courts system from the Justice portfolio. It was thought by the Government that closer ministerial oversight of courts administration was necessary.
Functions and Responsibilities
The Minister for Courts was responsible for providing, through the Minister of Justice, the administrative and other services necessary to:
- operate the New Zealand court system;
- support judicial decision making;
- collect court-imposed fines and reparations and infringement fines, serve court documents and enforce civil judgement orders.
Between 1 July 1995 and 1 October 2003 the Minister was also responsible to Parliament for ensuring the Department for Courts carried out its functions properly and efficiently.
