            [history] => Background: 

The surveying, administration, distribution and settlement of land dominates much of the history of early New Zealand. Crown Government became involved in the administration o f land as early as April 1841, when Governor Hobson appointed the first Surveyor-General, Mr Felton Mathew, to superintend surveys and assist in settling land claims. A Lands Department (or General Crown Lands Office) was created in 1858, with the appointment of Alfred Domett as Secretary for Crown Lands, but it wasn't until 1876 with the appointment of JT Thompson as Surveyor-General, that a Survey Department was created. Thus two distinct departments, a Survey Department and a General Crown Lands Office (Lands Department). Existed along side each other until April 1891, when they amalgamated to become the Lands and Survey Department. 

The Department of Lands and Survey is the Government's major agency in the administration and management of Crown Land and survey and mapping requirements. Its main functions are: 

· To administer the Land Act 1948, the Reserves Act 1977, the National Parks Act 1980, the New Zealand Walkways Act 1975, the Land 
Settlement Promotion and Land Acquisition Act 1952, the Surveyor's Act 1966 and other legislation dealing with land and allied matters. 

· To administer the policy of and to provide executive and advisory services for the Land Settlement Board, the National Parks and Reserves Authority and the Walkways Commission and to service the Nature Conservation Council and the Queen Elizabeth II National Trust. 

· To fulfil all basic national survey, mapping and geographically based land information requirements and to provide specific survey, mapping and planning services to Government. 

To enable regional administration, New Zealand is divided into 12 land districts with Head Office in Wellington and district offices at Auckland, Hamilton, Gisborne, Napier, New Plymouth, Wellington, Nelson, Blenheim, Hokitika, Christchurch, Dunedin and Invercargill. A Commissioner of Crown Lands is responsible for the administration and management of Crown Land and administration of national parks and reserves in each district with a Chief Surveyor responsible for survey administration and technical functions.
