Following the establishment of the  Department of Conservation (DoC) in 1987, the Aoraki/Mount Cook Park Headquarters operated from the Mount Cook Field Centre. The field centre initially reported to the Waitaki Area headquarters in Twizel, before restructuring within DoC saw it renamed and upgraded to area office status as the Aoraki Area Office.
Although operating under new legislation and a new administrative structure, the work of the Park Headquarters in managing the day to day running of the Park as well as contributing to the planning for its long-term management, carried on with a good deal of continuity from the pre-1987 situation.
Although the Park Headquarters was administered by the Canterbury Conservancy Headquarters in Christchurch, it also had an indirect relationship with Aoraki Conservation Board, whose ambit included the whole of the Canterbury Conservancy. The  conservation board provided for interaction between the community and the Department of Conservation and was an independent body, established by statute. Each of the 14 Boards represented the public interest in the work of the Department, and conservation in general, within the area of jurisdiction of that board. They were advisors to the Department and the New Zealand Conservation Authority. The board focused on planning and strategic direction, not the day-to-day operational details of the Department's work. 

A major responsibility for each board was overseeing the Conservation Management Strategy for its region. A Conservation Management Strategy was a 10-year plan for managing and protecting the natural and historic features and wildlife of the region. Conservation Management Strategies were prepared by a board and the Department in consultation with interested parties. Once a Conservation Management Strategy had been approved by the New Zealand Conservation Authority, boards advised on their implementation. 



Other board work could include: 



developing and reviewing national park and other management plans for lands administered by the Department; 

advising on proposals for marine reserves; 

considering the impact of concessions for tourism and other activities on conservation land; 

looking at the range of recreational opportunities in the region; 

advising on proposals to change the protective status or classification of areas of national or international importance.
