The Fire Service Commission was constituted on 1 August 1974 under section 3 of the Fire Services Amendment Act 1974. The Commission inherited the functions and responsibilities of the Fire Service Council, which was abolished under section 3 (7) of the Act.
Functions and Responsibilities
The functions of the Fire Service Commission were:
To ensure that the fire service was maintained in a state of operational efficiency and to ensure that every Urban Fire Authority conformed with the Fire Services Act, having regard to the property which it was under an obligation to protect and to the financial capacity of the district;
To ensure effective co-ordination between all fire services, whether or not established under the Fire Services Act;
To ensure that an adequate fire safety inspectorate was established and maintained;
To assist generally in the development of the fire service.The Commission also exercised the following functions and powers:
To determine from time to time the fire service organisation and the adequacy of the water supply readily available for fire fighting purposes that was to be the minimum requirement for the formation of a united urban fire district or an urban fire district;
To determine from time to time the standards of fire service organisation that was to be the minimum requirement for the formation of a secondary urban fire district;
To determine, and from time to time to review, the fire risk category of each district;
To determine from time to time the staff establishment, operational or otherwise, necessary in each district for the efficient operation of the fire service;
To determine from time to time the ranks in the fire service;
To classify positions in the fire service of permanent Chief Fire Officers, permanent Deputy Chief Fire Officers, and such other permanent positions as the Council thought necessary, to review those classifications from time to time, and to provide facilities for inter-brigade promotion to fill those positions;
To approve appointments to the positions of permanent Chief Fire Officer, permanent Deputy Chief Fire Officer, and such other permanent ranks as the Council from time to time determined;
To direct generally the training of members of the fire service, to maintain and organise training facilities for those members, and, as the Council thought fit, to provide courses of training for those members and to assist in the training of other persons in fire fighting and fire safety;
To provide for the training and inspection of fire brigades;
To provide for such degree of standardisation of equipment and training as the Council considers necessary;
To enter into arrangements on behalf of Urban Fire Authorities for the bulk purchase of equipment in any case where the Council considers it necessary or expedient to do so;
To provide such reserves of equipment for emergencies as the Council thinks fit and to provide for the storage, maintenance, and distribution of such equipment;
To approve, amend, or determine estimates of expenditure of every Urban Fire Authority;
To establish and maintain registers of volunteer fire brigades and industrial fire brigades;
To co-ordinate the units of the fire services, whether or not established under this Act, for the purposes of rural fire protection, reinforcement at serious fires, and fire protection in the event of war or civil defence emergency;
To undertake directly or to encourage and supervise experimental or research work in respect of fire service methods, equipment, and organisation and to maintain effective co-ordination with other organisations in such activities;
To organise, establish, and direct an adequate fire safety inspectorate, either directly or through fire authorities and otherwise encourage fire safety activities;
To consult with representatives of the United Fire Brigades' Association of New Zealand on fire service matters at least twice a year.
To publish reports, information, and advice on fire service matters;
Generally to review and to report to the Minister on such matters relating to the fire service and to fire safety as may be determined by the Council or referred to the Council by the Minister;
To perform such other duties for the purposes of the Fire Services Act as may from time to time be directed by the Minister of Internal Affairs in writing or prescribed by the Governor-General by Order in Council.Structure
The Fire Service Commission consisted of 3 members who were appointed by the Governor-General, made up of:
One member, being a person having a special knowledge of administration, who was appointed as Chairman of the Commission; and
Two members, being persons having a background of senior operational experience in a fire service, of whom one was appointed as Chief Fire Service Officer, and the other as Chief Fire Service Inspector.On establishment, two chief executive officer positions were established. The chief executive (technical) was responsible for the operational and technical functions of the Commission. The chief executive (administration) was responsible for office management, secretarial, financial, research, records, and staffing. Four divisions were also set up, which were under the control of four directors:
Operations Division;
Fire Safety Division;
Training Division;
Administration Division.Three advisory committees that were established by the former Council were reappointed to continue their work. They were:
Technical Advisory Committee;
Training Advisory Committee; and
Metrication Advisory Committee.1Disestablishment
The Fire Service Commission was abolished on 1 April 1976 in accordance with section 4 (4) of the Fire Service Act 1975, and replaced with the newly established New Zealand Fire Service Commission. Under the Act, the Fire Boards and territorial Urban Fire Authorities were also dissolved, their places taken by a newly created unified national service known as the New Zealand Fire Service.
All real and personal property, contracts, debts, engagements, and liabilities of the old Commission (as well as those of the defunct Fire Boards and Urban Fire Authorities) were vested in the new Commission.
