Establishment
HLC (2017) Limited was incorporated under the Companies Act 1993 on 10 August 2005 as the Hobsonville Land Company Limited.1 It was a wholly-owned subsidiary of the Housing New Zealand Corporation, and was originally established to develop the former Hobsonville Air Force base (RNZAF Hobsonville) into a new township.
In 2016 it was tasked with helping the Housing New Zealand Corporation provide more homes more quickly to growth areas, particularly Auckland, by managing housing development projects on under-utilised Government-owned land. This expanded role saw the name of the company change to HLC (2017) Limited on 21 March 2017.2
Functions and Responsibilities
The Hobsonville Point Project was a large-scale, integrated urban development project in northwest Auckland on the land formerly used by the New Zealand Defence Force and known as the Hobsonville Airbase. HLC was originally formed to develop the land for state housing purposes under the Housing Act 1955.3
In 2016, HLC’s role was expanded to include leading other large-scale developments on behalf of the Crown and delivering the master-planning and land development aspects of Housing New Zealand Corporation’s Auckland Housing Programme.4
At the time of its disestablishment, HLC was involved in the following housing and urban developments:
- Hobsonville;
- Mangere;
- Mount Roskill;
- Mount Roskill South;
- Northcote;
- Oranga;
- Owairaka;
- Porirua;
- Tamaki.
Disestablishment
HLC (2017) Limited was disestablished on 1 October 2019, under Schedule 1, Part 1, clause 5(1) of the Kainga Ora - Homes and Communities Act 2019. Its functions and responsibilities were taken over by Kainga Ora - Homes and Communities, a Crown agent established under the Act. Kainga Ora succeeded all the property, rights, powers, privileges, liabilities and obligations of HLC (2017) Limited.
