Housing New Zealand Corporation was a crown agency primarily responsible for providing affordable rental homes for people on low incomes or with special housing needs, and providing advice to government on housing services.
Its subsidiary functions included:
- Improving access to affordable homes for New Zealanders, by home ownership loans and education for people on low to medium incomes
- Supporting councils and community groups wanting to increase their involvement in providing social housing
- Researching New Zealand's housing market
- Designing and implementing locally-based programmes to strengthen communities
- Building partnerships with Maori, iwi, local government and community organisations to address housing issues in their areas.
The Corporation was estblished in 2001 under the Housing Corporation Act 1974, as amended by the Housing Corporation Amendment Act 2001. It was formed from the restructuring and amlagamation of Housing Hew Zealand Limited, Community Housing Limited, Housing Corporation of New Zealand and the housing policy unit of the Ministry of Social Policy.
It operated three national offices, in Auckland, Wellington and Christchurch, as well as a network of neighbourhood units (43 units in 2007). In addition to this, the Corporation also provided some services through Work and Income New Zealand offices or Heartland Centres.
The Housing New Zealand Corporation was disestablished at the close of business on 30 September 2019, under Schedule 1, Part 1, clause 2(1) of the Kainga Ora - Homes and Communities Act 2019. Its functions and responsibilities were taken over by Kainga Ora - Homes and Communities, a Crown agent established under the Act. Kainga Ora succeeded all the property, rights, powers, privileges, liabilities and obligations of the Corporation.
