Mata School was established in 1888 in an old fishing shed on a site leased by a German settler with children at the school—its first teacher Mr. Walters teaching a roll of 18 students. The school’s first permanent structure was constructed a year later on a 10-acre plot nearby, made possible through the combined efforts of local settlers and a grant for materials from the Auckland Education Board. 
Some years later, a dispute over the site's use emerged when Ebenezar Carter, a prominent local settler and chair of nearby Mangapai School's governing committee, which had originally overseen Mata School, laid claim to the land, putting a chain over the school gate in 1897. A conflict persisted until September 1900, when special legislation passed by Parliament enabled the transfer of the land from the Whangārei Harbour Board, who had initially consulted with the Mangapai School Committee about selection of the site for the school and leased Carter the land, to the Auckland Education Board, who were of the understanding that the land had already been acquired by the Crown Lands Board and granted to them for public schooling purposes. During this period, Carter consistently threatened to take possession of the land unless compensated for its use. He even removed school property, including an organ, from the building in protest.
Classes at Mata School would continue through this period nevertheless. The school was co-taught with Ruakākā School (to the southeast) from 1898 until at least 1907, after which it operated on a full-time basis once again under the full control of its own school committee. In 1911, to accommodate a shifting centre of population in the area, Mata School was temporarily relocated to a rented hall and neighbouring house. Attendance increased considerably, and with the hall having been deemed unsuitable for school purposes, the Mata School Committee made an application to the Department of Education for a new school building nearby in 1912. By 1914, a new building worth £285 was erected on land donated by settlers to the Auckland Education Board, becoming the school's new permanent location. It included a classroom, porch, shelter shed, and necessary outbuildings designed to accommodate up to 30 children, including those who had become remote from Ruakākā School after it had moved further south away from Mata.
Mata School’s roll would continue to increase—average attendance moving from 27 in 1933 to 39 in 1937—and eventually outgrow the new school building, despite having been relegated to a Grade II school, once a Grade IIIA school. The hall that had previously been used as a temporary school site became required again for supplementary teaching space, and a request was made for additional staff to teach a second class in the hall. The increased demands on Mata School's facilities led the school community to approve a consolidation with Waipu Central, Waipu North, Upper Waipu, and Waipu Cove Schools, although Ruakākā School opposed the move. The resulting new Waipu Central School, with an initial roll of 142 students, opened in January 1940 alongside a newly established district high school sharing the premises.
