Agency status:
It is not known for certain whether the Otago Medical Board was an agency in its own  right, or whether, in archival terms, it was part of the Superintendent's Department (etc): agency AAGK. It was a short-lived body, and its records are no longer extant, so further time will not be spent in trying to answer this question.

Establishment and appointment of members:
The first Otago ordinance establishing an Otago Medical Board (No. 147) was disallowed by the Governor. Presumably the first appointments were made under that ordinance, and then new appointments were made in 1865 under the new ordinance (No.183).

It is not know whether the Board actually met before 1866, and was then reconstituted; the notice in 1866 appointing the "first" meeting of the Board is difficult to explain. The minute book of the Board, 1864-66, could perhaps have contained the notices of appointment of Board members in 1864 and 1865 and not, in fact any minutes before 1866. Medical Practitioners Ordinance 1864 (Otago Provincial Government)

The Otago Medical Board was responsible for maintaining the register of medical practitioners qualified to practise in Otago. It is not know whether the Board actually met before 1866, and was then reconstituted; the notice in 1866 appointing the "first" meeting of the Board is difficult to explain. The minute book of the Board, 1864-66, could perhaps have contained the notices of appointment of Board members in 1864 and 1865 and not, in fact any minutes before 1866.
