Agency name:
It is not known for certain whether the "Board of Commissioners for the Management of Public Jetties and Water Frontages in the Town of Dunedin" was in fact the same body as the Dunedin Public Lands Board. The former body is referred to that as mentioned in the Jetty and Wharf Ordinance 1854 and Dunedin Public Lands Ordinance 1854, but those ordinances refer to the Public Lands Board rather than a Public Jetties Board. Certainly, Robert Chapman was (in 1854) the Clerk to the Board for each. It seems most probable that the two boards (if indeed there were two) consisted of the same people wearing different hats. As no records of either are as yet known to exist, they cannot be referred to for clarification of the question.

Dunedin Public Lands Ordinance 1854:
Established Board to act as "Conservators, Trustees, and Managers" of the public lands.
Lands reserved for public purposes declared public property "such as Fortifications, Public Buildings, sited for Public Worship and Instruction, Baths, wharves, Quays, Cemeteries, Squares, a Park and other places for health and recreation in and about the town of Dunedin".
May make bylaws for conduct of Board's business.
Powers of Commissioners to act against encroachment, trespass, or other injury to the lands or public.
May leases lands.
To receive and consider applications for grants of land, make recommendation to Supt and Prov Council.
Local Municipal Estate Ordinance 1857:
Dunedin Town Board became responsible for management and administration of lands.
Jetties and Wharves Ordinance 1858:
Repeals 1854 ordinance; no provision for continuance of Board's functions.
Jetty and Wharf Ordinance 1854:
Authorised to erect and maintain public jetties, and regulate and levy rates therefore.
Bylaws subject to approval of Superintendent in Council.

[history] => The Dunedin Public Lands Board was comprised of members of the Provincial council plus six other elected persons. It was responsible for the administration of public reserves, including jetties, which it appears to have managed through a sub-committee. Soon its functions were taken over by the Superintendent's Department, and later some devolved to local authorities.
