The papers in this series all relate to the administration of the West Coast Settlement Reserves in Taranaki, however their provenance is unclear.  The papers are reputed to have been retrieved from a rubbish bin by a researcher who handed them to the care of the Waitangi Tribunal.  The Tribunal subsequently transferred the papers to Archives New Zealand.  No information is known about the custody of the records in the years between their creation and their deposit with the Waitangi Tribunal.


From the papers themselves, it is evident that they were created by Thomas Mackay in his roles as Reserves Trustee (an agent for the Public Trustee in Wellington) and then as West Coast Commissioner.  Thomas Mackay was appointed to the position of Commissioner of the West Coast Settlement Reserves in 1885, and appears to have held this position until his death in 1891.


The papers in this series are by no means complete, and to a certain extent may duplicate correspondence in the records of the Native Trustee (see 'Related Series' below).

Series 7561 contains three items from the same accession as Series 16208.  Although there is no obvious relationship between these records they were transferred together and share the same mysterious provenance.

Important Note:  Alexander Mackay was Native Reserves Commissioner for the Middle Island [South Island].  Many records listed under MA-MT refer to ‘Mackay’ or ‘Native Reserves’, without specifying which commissioner or district is referred to.


Crown Grants issued to Maori under the West Coast Settlement Reserves Act were administered by the Land Titles Office in Taranaki who maintained a special register for these records.  Please refer to the documentation for Series 8597 for further details.

West Coast Settlement Reserves Acts Amendment Act, 1887 listed in original document but no such statute listed for that year. Probably West Coast Settlement Reserves Acts Amendment Act, 1885.
2. Although Thomas Mackay provides a common factor to these records, they are not considered to be his personal papers because he was acting in more than one official capacity.  
3. The series has been denoted as an artificial one as the records were created by several distinct government agents and Commissions of Inquiry.  The most useful description seemed to be the documentation of the administration of the West Coast Settlement Reserves.
