The system included records relating to these agencies' major functions of finance, legal, community services, housing, and information services, and their internal administration. Files contain detailed information on matters relating to Maori land, culture and society, Maori and Pakeha interaction and reaction, and Maori response to government agencies.
The system was controlled by a system of records index files, rather than index cards.
As the Maori Affairs Department provided clerical services for the Maori Land Court, Maori Trustee and Maori Land Development Board, significant sections of series 869 relate to these agencies. These files include policy files as well as detailed records of individual land development schemes. The Maori Trust Office continued to maintain sequences of series 869 since its separation from Maori Affairs in 1953.
Predecessor series to 869 include the pre-1931 annual single number system of the Native Secretary/Department (Record Group series MA1, series 16036) and the 'special file' series (MA13, series 16046). There are examples of top-numbered files from each of these series in series 869. Series 869 is also documented in the Maori Affairs Record Group as the post-1931 system of registered files.
Files which were previously in series 7011 ('Ex-Department of Maori Affairs Files') and 7021 ('Maori Interpreters Files') have now been integrated into series 869. The only difference between these files and those already in series 869 was a change of transferring agency.
Those files previously in 7011 and 7021 are listed under accession W4644. Files about Maori Interpreters are in the 114/- sub-series. Files formerly listed under 7011 which were retained by Te Puni Kokiri for administrative use (particularly those in the 58/ to 67/ sub-series) are no longer listed.
