This series consists of records of the Commission of Enquiry appointed to determine the racing clubs which licenses were to be granted under Section 50 of the Gaming Act 1920, in the racing year beginning 1 August 1921. The number of days on which the use of the totalisator was to be authorised by each license was also investigated. 

The Commission of Enquiry consisted of Fred Earl (Chairman), W.E Bidwill, W.H Sefton Moorhouse, J.H Williams and S.Rice. They were appointed on 8 November 1920. 

The Commission made its report on 15 June 1922 recommending that a considerable alteration was required in the distribution of licenses and that an additional number should be granted. A list of clubs and the number of days on which licenses were recommended was appended to the report. Certain clubs were to be granted licenses provided they could satisfy the Minister of Internal Affairs that they had made improvements to the race courses. 

Also included are files of memoranda on inspections of jockey clubs in 1924 to see whether they had complied with the terms of the report.

Subject material relating to this Commission was published in the Appendices to the Journals of the House of Representatives (AJHR 1921-22 H28).
