During the New Zealand land wars in the nineteenth century there was considerable damage to property in the North Island. In February 1865 the central government appointed Thomas Beckham to investigate compensation claims of Europeans and 'friendly Maori' for losses sustained within the Auckland province. 

Beckham duly made his investigations and granted awards for compensation but owing to financial difficulties in the Auckland Province, the money was not paid over. In 1866 Beckham re-investigated the claims and the central government issued scrips (i.e. provisional certificates of money) in exchange for the certificates of those who did not wish to await payment.
