The Executive Council met at irregular intervals, usually once or twice a week and discussed matters proposed by the Lieutenant-Governor, who also presided. No fixed rule seems to have existed for determining what sort of issues the council discussed. Thus, although all matters of importance were considered, for example major public works, constitutional matters and the purchase of land from the Maori, a great deal of time seems to have been devoted to the consideration of the issues of particular publicans licenses, grants of leave to officials, and the like. The Council continued to function under Grey's presidency after the abolition of the province in February 1853, its resolutions being given effect by the Civil Secretary.
