            [history] => This series of permits was created by the Collectors of Customs, Wellington under the Immigration Restrictions Acts. There were Collectors in each port who would have issued permits for arrivals at other ports, in particular Auckland. The Immigration Restriction Acts were the predecessor legislation to the Immigration Act. 

Customs undertook the function of managing entry to New Zealand on behalf of the Department of Labour. Labour subsequently took over the function and administration of the Immigration Restriction Act from Customs in 1951. The Department of Labour inherited their records relating to individuals seeking entry permits.

The related Customs files are 33/-s relating to immigration policy and the 22/-permit files. There appear to be no extant 33/- files although they were transferred to the Department of Labour. Also, this set of 22/-s is probably not complete.

The Registers and Record Group Books for Temporary and Permanent Entry (L25 and L26) in the Labour Record Group holdings can also be used in conjunction with these indexes. They include references to the 22/35 and 22/46 files.

Labour Department Immigration Division series, L21, contains some index cards to the Case files. Some of the information that would be on the permits probably has been incorporated into the Case files, as they are likely to be the successor series.
