On 17 May 1976, Cabinet directed officials to study the financial and organisational requirements for urban transport in New Zealand's main centres. An ad-hoc Officials Committee on Urban Transport was later established to carry out this work. Comprising officials from the Ministry of Transport, Treasury, the Department of Internal Affairs and the Prime Minister's Department, the Committee reported to Cabinet via the Officials Economic Committee. 

The origins of the Cabinet directive can be traced back to the 1970 Committee of Inquiry into Urban Passenger Transport (AJHR 1970 H37A), commonly referred to as the Carter Report after its chairman D J Carter MP whose recommendations were left largely unimplemented six years later. 

As part of the consultative process submissions were received and meetings were held in the four main centres. The Ministry of Transport provided secretarial functions for the committee and also produced a series of discussion and working papers for circulation to a wide range of interested parties. 

The Committee's 1979 report to Cabinet recommended the replacement of the New Zealand Urban Public Passenger Transport Council with the Urban Transport Council and the establishment of five Urban Transport Authorities in the main centres to plan, control and provide roading and public passenger transport services. These recommendations were incorporated in the Urban Transport Act 1980.
