            [history] => The above administration files were not transferred in 1981 with the bulk of the Arthur Allan Thomas Royal Commission proceedings as they were still in use. The files cover policy, general correspondence and confidential correspondence, and contain personal information and information that was provided in confidence to the Commission. Some of the information in these files is supplementary to that found in the final report of the Commission of Inquiry. 

Readers should note that access to the bulk of the material from the Royal Commission of Inquiry into the Thomas case will be gained through the COM-40 series lists located in the Record Group binders in the Reading Room. Restrictions applying to the COM 40 material will be found at the front of the series list. 

At the time of writing COM-40 remains unserialised, with no accession list sub-heading for administration.. However, with serialisation, some files in COM-40 may be added to series 7769, Administration Files.
