            [history] => In April 1970, Cabinet approved the establishment of a Commission of Inquiry into New Zealand Shipping. During the 'Wainui' dispute in 1971, the Government had indicated its intention of beginning an investigation into all aspects of New Zealand merchant shipping. 

The Commission was required to inquire into New Zealand merchant shipping operations for the general purpose of recommending what actions were necessary and what should be done, to promote a sound, adequate and efficient sea transport system. The Commission commenced hearing submissions and evidence in August 1970, and final addresses were completed on 23 February 1971. The final report was tabled in Parliament on 1 July 1971. The major recommendations of the Commission, which included the establishment of a Maritime Appeal Authority and a Shipping Industry Tribunal [see series 7465], were enacted in the 1971 Shipping and Seamen Amendment Act. 

The series includes submission numbers 22 to 42 and verbatim report numbers 1009 to 1489.
